Description:
The Dynamic Purchasing System is established for the delivery of various disinfectants and medical products to MBAL 'Dr. Ivan Seliminiski' AD, allowing continuous participation from qualified suppliers throughout its duration.

The Dynamic Purchasing System (DPS) is established for the delivery of various types of disinfectants and medical products and consumables for the needs of MBAL 'Dr. Ivan Seliminiski' AD.
The initially planned 'Technical Specification' may be partially changed during the operation of the dynamic system, with new disinfectants, medical products and/or consumables being added and/or their quantities being changed.
The quantities stated in the attached 'Technical Specification' document are indicative and do not create an obligation for the Contracting Authority to order them in the projected volume.
The actual execution of the public procurement contract will be determined based on the actual delivered medical products and consumables, within the financial resource.
The exchange of documents and communication between Contracting Authorities, candidates, participants and vendors of public procurements is conducted via the Centralized Electronic Platform. The Dynamic Purchasing System (DPS) is carried out in stages. According to Article 101 of the Public Procurement Act (PPA), depending on the stage of the procedure, candidates submit applications for participation, and qualified (admitted) candidates - offers.
The DPS is managed as a fully electronic process, and throughout the entire duration of the purchasing system, it is open to any economic entity /executing agency/IE/, which meets the selection criteria. The stated selection criteria are also exclusion criteria. The Contracting Authority provides full, unlimited and direct access to the documentation of this procedure through the Centralized Electronic Platform, referred to as 'the platform'. Applications and offers must be prepared and submitted in accordance with the requirements of Article 101 of the PPA and Article 47 of the regulation on public procurement, within the period specified in the announcement. Each application and each offer is submitted in the Centralized Information System for Electronic Public Procurement (CAIS EOP).
2. Duration of the dynamic purchasing system
The duration of the DPS is 48 months. The dynamic purchasing system is open throughout its duration for any candidate who meets the selection criteria. Access and participation are free of charge for all interested parties.
The duration of contracts concluded based on limited orders within the DPS is for a period of up to 24 /twenty-four/ months.
3. Place of execution of the procurement
The types of products subject to this public procurement must be delivered by the supplier to the disinfectant warehouse of MBAL 'Dr. Ivan Seliminiski-Sliven' AD, located at: Sliven, Blvd. 'Hristo Botev' No. 1. The current procedure is divided into nomenclatures with sub-nomenclature units (rows). Participants can submit offers for one or more specific positions with nomenclature units (rows). The DPS proceeds in two stages:
First stage /initial collection of applications for participation/:
Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation are collected. The applications for participation /EEDOP/ contain information about the personal status of the candidates and the selection criteria.
Deadline for submitting initial applications – 09.01.2026.
The review of the initial applications for participation will be conducted within 10 working days from the deadline for submitting the initial applications. A specific procurement invitation will not be announced before all initial applications are reviewed. Applications can also be submitted after the deadline for submitting initial applications, in which case candidates will receive invitations after their inclusion in the DPS is approved.
The Contracting Authority determines with a selection Decision the qualified suppliers. Following the entry into force of the selection Decision, the second stage of the procedure follows.
Second stage /collection of offers for specific invitations/:
The invitation to submit offers for a specific public procurement is then sent to those suppliers who have been qualified/admitted. The offers contain technical and price proposals. According to Article 39, paragraph 1 of the regulation on public procurement, by submitting an offer, candidates are considered to agree with all the terms of the contracting authority, including the period of validity of the offers determined by it and the draft contract.
A specific procurement invitation will not be announced before all initial applications submitted within the specified above period have been reviewed.
In specific procurements by invitation, the offers will be ranked according to the requirements of the Contracting Authority specified in the documentation and attachments of the procurement. Unlimited, complete and direct access to the documentation for the public procurement is ensured throughout the duration of the DPS.
* At any time, interested parties may submit applications for admission/inclusion in the DPS. The Contracting Authority will review newly submitted proposals twice a month (on the 1st and 15th of each month) or once every two weeks. The Contracting Authority will issue a decision for the admission of candidates to the DPS. After each review of the applications, the Contracting Authority issues a selection Decision by which the qualified suppliers join the DPS.
