 Consultancy Title – Senior Civil Engineer



The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has requested financing from the World Bank to fund the Safer Roads Program for Socio-Economic Integration of Mozambique and intends to apply part of these resources to consulting services.



Therefore, the Ministry of Transport and Logistics (MTL) invites qualified and eligible individual consultants to express their interest for the position of Senior Civil Engineer.



The Senior Civil Engineer of the Project Management Unit (UGP) must provide strategic consulting and contract management, as well as analytical and technical support, and will be responsible for completing the tasks assigned to them and submitted to the Portfolio Coordinator (CP) for approval, according to the stipulated timeline and meeting high quality standards.



Job Requirements



The Senior Civil Engineer must possess the following qualifications and competencies:



Master's degree in Civil Engineering or a related field.



• At least 15 years of post-graduation experience, of which 10 years must be relevant experience in road construction and rehabilitation projects, covering conceptual design, detailed design, and the execution of highly complex civil works contracts.



• Minimum of 10 years of proven experience as a Road Engineer in the last 15 years.



• Minimum of 3 road projects with a minimum extension of 100 km each, in which they acted as a Road Engineer in the last 10 years.



Exceptional communication and writing skills in English. Knowledge of Portuguese is an advantage.



Interested Consultants are advised to refer to Section III, numbers 3.14, 3.16, and 3.17 of the “Procurement Regulations for IPF Borrowers” of the World Bank, March 2025 edition (“Procurement Regulations”), which establishes the Bank's policy on conflict of interests. In addition, the consultant must consult the following specific information regarding conflicts of interest related to this consultancy.



The Consultant will be selected in accordance with the Individual Consultant Selection Method established in the Procurement Regulations.
