Title of the consultancy: Contracting the administrator for the co-financed grant program

The Government of the Democratic Republic of São Tomé and Príncipe has received funding from the World Bank for the cost of the Coastal Resilience and Sustainable Tourism Project, and intends to apply part of this funding for consulting services for the hiring of an administrator for the co-financed grant program.



The main objective of this consultancy is to hire a specialized entity to act as Administrator of the TelaTUR Program, being responsible for the strategic, technical, financial, administrative management and monitoring of all phases of the grant program.

Thus, the Project Management Fiduciary Agency invites qualified firms/offices/consulting companies (“Consultants”) to express their interest in providing the aforementioned services.



The interested firms (offices/companies) must provide information demonstrating that they have the relevant qualifications and experience necessary (brochures, execution of similar contracts, regional work experience, and existence of qualified personnel among the team members, etc.), indicating that they are qualified to carry out the referred services.



 



 The criteria for the short list are:



1st - Institutional experience






    • Minimum of 5 years of experience in grant management, support programs for SMEs, local development, or financing for the private sector.

    • Proven experience in implementing projects financed by multilateral institutions (preferably World Bank, EU, GEF or similar).



  • Previous experience in programs focusing on sustainable tourism, circular economy, or climate resilience will be considered an advantage.



2nd - Technical capacity






    • Own or mobilizable multidisciplinary team with competencies in:








    • Project and grant management (Coordination)

    • Finance and administration (Financial Manager)

    • Sustainable tourism and circular economy (Technical Specialist)

    • Monitoring and Evaluation (M&E Specialist)

    • Communication and awareness (Communication Specialist)

    • Administrative/logistical support

    • Circular economy specialist.





3rd - Specific knowledge






    • Knowledge of the institutional and regulatory context of São Tomé and Príncipe.

    • Fluency in Portuguese (mandatory); functional knowledge of English will be an advantage.

    • Familiarity with fiduciary standards and environmental and social safeguards of the World Bank.

    • Knowledge about the circular economy.





 



Attention is drawn to interested offices/firms/companies to Section III, paragraphs 3.14, 3.16, and 3.17 of the “Procurement Regulations for Borrowers of the IPF” of the World Bank dated September 2025 (Procurement Regulations) establishing the World Bank’s Policy on conflict of interest.



 



Firms may associate with other firms/companies to enhance their qualifications, but must clearly indicate whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all partners of the joint venture will be jointly responsible for the entire contract if selected.



It is recommended that Expressions of Interest do not exceed 30 pages (excluding institutional attachments, which will not be counted in this limit).  



 



A firm/company will be selected according to the method of Selection Based on the Qualifications of the Consultant, established in the Procurement Regulations.
