IMPLEMENTATION OF A RE-ENGINEERING STUDY OF E-PROCUREMENT, NOTABLY THE SIMPLIFICATION OF PROCESSES FOR DIGITALIZATION



Reference: EOI No. 002/2025/MRSPTDS-PMADS/PRMP



1. The Government of the Togolese Republic has obtained funding from the International Development Association (IDA), to finance the cost of the Project for Modernization of Public Administration for Service Delivery (PMADS) and intends to use part of the amount of this loan to make payments under the consulting services contract related to the recruitment of a consultant for the study of e-procurement re-engineering, notably the simplification of processes for digitalization.



2. The expected services of the consultant are to effectively support the government in the introduction and implementation of electronic procurement, within the framework of the ongoing public procurement reform within the set deadlines.



Specifically, it will involve:




  • Conducting an analysis of the current legislation on public procurement and the operational processes related to public procurement in order to identify gaps and bottlenecks to resolve for successful implementation of e-GP;

  • Carrying out a study or assessing the current state of processes and practices in public procurement in accordance with the current public procurement legislation and best international practices, using methodologies and tools for process evaluation (BPA) to map existing processes and identify opportunities for simplification, streamlining, and enhancing traceability and predictability.

  • Developing effective processes and practices specifically tailored to the online public procurement environment;

  • Identifying and formalizing functional, technical, and organizational requirements of the e-GP system, in line with the objectives of public procurement modernization;

  • Assessing change management needs, including behavioral and administrative change management within procuring entities, control agencies, the community of bidders, and other stakeholders, in consultation with them;

  • Developing a strategy and action plans to streamline and simplify/reorganize existing business procedures, promoting the use of e-GP;

  • Preparing a terms of reference to recruit the provider for the implementation of e-GP.



3. The Ministry of Public Service Reform, Labor and Social Dialogue invites eligible consulting firms (“Consultants”) to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the execution of the services. In this regard, they will provide information and documents on their field of activity and justify that they have recent and similar service references (certificates of successful execution).



4. The total duration of the mission is Four (04) months from the start date indicated in the service order. The UGP will provide support if needed, notably to organize meetings, prepare presentation letters. 5. The criteria for establishing the short list are:




  • Successfully completed at least 2 BPR projects in the last 8 years in the field of public procurement;

  • Completed at least 2 digital transformation projects in the public sector over the past 8 years;

  • Previous achievements in comparable contexts (similar countries, legal systems or levels of digital maturity);

  • Proven experience with Business Process Analysis (BPA or similar), organizational diagnosis, and process optimization tools and methods;

  • Experience in formulating functional and technical specifications for e-GP platforms, including at least 1 operational e-GP system covering all modules over the last 5 years. Evidence of experience must demonstrate the ability to manage systems involving complex workflows, multi-level validations, and interactions between multiple stakeholders;

  • Experience in legal and regulatory analysis applied to public procurement.

  • Experience in implementing at least 2 change management strategies in digital transformation projects over the last 5 years, one of which must concern the public sector;

  • Experience in developing guides, manuals, toolkits, and awareness plans tailored for public and private stakeholders.

  •  



NB : The missions executed by the firm must be justified by certificates of good completion or contracts.



6. Consultants are informed that the provisions of Section III, paragraphs 3.14, 3.16, and 3.17 of the “Procurement Regulation for Borrowers seeking Financing for Investment Projects (FPI)” of the World Bank from September 2023 (“Procurement Regulation”) describe the World Bank's policies regarding conflicts of interest.



7. Consultants may associate with other firms to strengthen their respective skills in the form of a joint venture or subcontracting agreement. In case of a joint venture, all members of the joint venture will be jointly and severally responsible for the contract in its entirety if selected.



8. A consultant will be selected based on the method of “Selection based on the qualifications of consultants (SQC)” as described in the Procurement Regulation.



9. Interested firms may obtain additional information on business days from 8:00 AM to 12:00 PM and from 3:00 PM to 5:00 PM at the address below.



10. Expressions of interest must be submitted in writing to the address below or electronically by May 23, 2025, at 10:00 GMT, in three (03) copies (1 original + 2 copies), specifying “EXPRESSION OF INTEREST FOR THE RECRUITMENT OF A FIRM FOR A RE-ENGINEERING STUDY OF E-PROCUREMENT, NOTABLY THE SIMPLIFICATION OF PROCESSES FOR DIGITALIZATION”.
