The city of Cologne intends to redesign the public space for the open space in the building block between Trierer Strasse, Moselstraße, Pfälzer Straße and Luxemburger Straße in Cologne-Neustadt / Süd with the aim of providing various functions on the limited urban plot in a creatively appealing way. In the future, recreation areas and play areas as well as green and traffic areas are to be created on the area.
The task is to design the development as well as the play and recreation areas with attractive green elements in a holistic design approach and at the same time create meaningful transitions to the adjacent streets Trierer Straße and Moselstraße. The proviso should be to limit the dimension of the traffic areas to the necessary extent in favor of spacious and easily usable public areas.
Duration of 6 months to completion LPH 3.
The contract is to be awarded in a negotiation with participation contest and proposed solution according to § 12 UVgO. There should be no planning competition. The value of the contract does not exceed the threshold, so neither GWB nor VgV are relevant. Insofar as a negotiated procedure is to be conducted in accordance with Section IV.1.1), this conceptually is not correct and is solely due to the fact that the form of the TED publication does not provide for the correct form of sub-threshold allocation (negotiation with competition). Even if cross-threshold terminology is used elsewhere, it does not mean that the contracting authority wants to commit itself to GWB or VgV. It is only the UVgO.
The contract comprises services for outdoor layout planning in connection with transport planning services according to HOAI 2013 and is to be awarded to an interdisciplinary candidate community of landscape architects and specialist planners from the field of traffic planning. Estimated construction costs are around EUR 1.3 million.
The following services are advertised:
- Free space planning (service phases 1-3 according to HOAI 2013 § 39 in connection with Annex number 11.1). Taking into account § 38 (2) HOAI 2013, the substructure and the superstructure are considered separately and assigned to the performance picture of traffic systems.
- Free space planning (service phases 5,6,8,9 according to HOAI 2013 § 39 in connection with Annex number 11.1),
- Traffic planning (phases 1-3 according to HOAI 2013 § 47 in conjunction with Annex 13.1). Taking into account § 38 (2) HOAI 2013, the substructure and the superstructure are considered separately and assigned to the performance picture of traffic systems.
- Transportation system planning (service phases 5,6,8,9 according to HOAI 2013 § 47 in connection with annex number 13.1)
The client reserves the right to carry out a step-by-step and building-section commissioning. It also reserves the right to retrieve only parts of the respective performance picture from the individual performance phase. Furthermore, special services have to be provided. Likewise, she reserves the right to work on individual work phases independently and not to award. Therefore, first of all, the work phases 1-3 according to HOAI 2013 § 39 in connection with Annex number 11.1 and HOAI 2013 § 47 in conjunction with Annex number 13.1 (see above) shall be processed by the selected team. In addition, there is no entitlement to commission. As part of a public participation, the draft is presented to the citizens and gathered suggestions and information from the public to the draft plan. The planning draft should still have variances, so that suggestions and suggestions from the public can be incorporated into the planning. For the processing of the LPH 1-3 and the integration of the suggestions from the public a period of 3 months is provided, the result of which is communicated to the policy and flows into the urban land use planning. The commissioning of LPH 5,6,8,9 as well as the implementation of the measure may take place only after the resolution of the bylaws of the development plan to be drawn up. The statute is scheduled for the year 2022.

- Processing of the proposed solution: October to December,
- Placing of order: March 2020,
- Processing time LPH 1-3 starting with order placement: 3 months,
- Public participation: May / June 2020.
