Description:
Planning, manufacture or procurement, construction, site management and commissioning of a boiler system, including exhaust gas path, chimneys and other equipment.

Stadtwerke Neumünster GmbH are planning to build a new boiler plant in 2022 in connection with the decommissioning of two coal boilers.

As part of the overall project, in addition to the procurement of the boiler systems, further measures for adapting the infrastructure and integrating the boiler system into the existing system are planned.

The processing / tendering of the entire project is divided into several lots.

The tender announced here concerns delivery lot 1 - “boiler system” in accordance with description II.2.4).

The “Kessellos” (lot 1) is a delivery lot as part of the overall project at the Neumünster municipal works site.

A preliminary planner, including the preparation of the approval application (1st TG), has already been carried out by an overall planner. The further planning of the provider is to be continued on this basis.

The new boiler system consists of 2 hot water boilers (nominal output, Pth = 2 x 35 MW) and 2 steam boilers (nominal output, Pth = 2 x 25 MW). They serve to replace 2 hard coal boilers (K2 and K4), which are to be put out of operation at the end of 2022. The task of the new boiler plant is to secure and supplement the district heating supply of the city of Neumünster. This concerns the supply of the remote steam network as well as the supply of the heating water network.

The steam boilers feed directly into the existing steam network, operating pressure approx. 2.5 to 3.0 bar (g).

The flow temperature of the hot water is approx. 120 O C. The heat is decoupled from the hot water generators by a hydraulic switch on site into the existing network.

The boilers should be designed as large-capacity water boilers, preferably as three-pass boilers, each with 2 flame tubes.

Alternative versions can be offered, but the feasibility must be assessed with regard to the planned driving style (minimum load) and the available space, if available.

The hot water boilers, steam boilers and burners are each to be supplied by the same manufacturer.

Natural gas (H) and light heating oil are used as fuel. The burners must be suitable for burning both fuels.

The fuel is supplied from the existing plant to the defined interfaces of the boiler.

Also part of the boiler is the flue gas path, including the chimneys (2 boilers are switched to one chimney), the piping of the boilers with each other and the piping to the defined interfaces of the water-steam cycle within the existing system. Pumps, such as the hot water circulation pumps and feed water pumps, as well as the required blowers, are also part of the boiler system.

Fresh air is drawn in from the interior.

The boiler system is installed in an existing building on 2 levels.

The facilities of the existing system that are still located here will be completely cleared on site before the new boiler system is installed.

The steam boilers should be installed on the 2nd level. For this purpose, the contractor must plan, deliver and assemble a steel frame. The boiler scaffold has already been planned, a preliminary statics is available.

The arrangement of the hot water boilers is to be provided on the lower level (+/- 0 m) on an existing turbine foundation.

On the basis of the preliminary planning, the provider is expected to carry out the complete implementation planning, procurement, installation and commissioning of all components and facilities and functionalities belonging to the delivery lot.

Also part of the scope of services is the preparation for the approval application (2nd partial approval, application for operation), including the test statistics for the installation of the boiler system and fireplaces.

The provider is overall responsible for the complete delivery lot, including the interfaces to possible suppliers or other internal contract partners of the contractor.

The provider is responsible for the entire delivery lot and also the contact person for the formation of bidding consortia.

The boiler system corresponds to 13. BImSchV for operation with natural gas according to § 7, (50 MWth to 300 MWth), for heating oil (100 MWth to 300 MWth), according to § 6 and for operation with several fuels (mixed operation natural gas / heating oil ) classified according to § 10.

With regard to a foreseeable adjustment of the emission limit values, the boiler system is advertised with economically feasible, reduced emission limit values.
