The city of Bad Neuenahr-Ahrweiler intends to restore the spa gardens destroyed in the course of the flood disaster of July 2021 and has commissioned its subsidiary, Marketing GmbH, to manage the restoration for this purpose. The subject of this tender is the planning services required for the reconstruction.
The construction project consists of three parts, which are only managed separately with regard to the funding background, but are directly related in terms of content:

- 13100700-HuW-6613 Mill Pond
The Mühlenteich water, as a 3rd order water, partially flows through the spa park, which is why its banks are a direct part of spa parks. The parking lot, an upper street, serves the spa park.

The planning services are advertised in 4 lots:
Lot 1 - Services of open space planning according to § 39 HOAI, LP 1-9 and traffic facilities planning according to § 47 HOAI, LP 1-9 for parking lot on Oberstraße;
Lot 2 - Object planning of civil engineering structures according to § 43 HOAI, LP 1-9 and services of structural engineering according to § 51 HOAI, LP 1-6;
Lot 3 - Planning services of technical equipment electrical according to § 55 HOAI, LP 1-9;
Lot 4 - Planning services of technical equipment HVAC according to § 55 HOAI, LP 1-9.
A step-by-step commissioning is planned. As the first service level, work phases 1 and 2 are firmly commissioned, together with in-depth cost calculation. Further service levels can be commissioned as follows: Performance level 2: Work phases 3 and 4, Power level 3: Work phases 5 to 7, with regard to structural design 5 to 6, Power level 4: Work phases 8 and 9. There is no legal entitlement to the commissioning of further stages.
The subject of this tender are the services for outdoor facility planning in accordance with § 39 in conjunction with Annex 11 HOAI, service phases 1 to 9, as well as planning services for a traffic facility in accordance with § 47 HOAI.
The construction costs are expected to be as follows:
KG 500 - Freianlage: 3.653.020,14 EUR
KG 300 - Verkehrsanlage Parkplatz Oberstraße: 346.194,45 EUR

The planning services are very urgent.
Completion of work phase 2: ideally by 15.03.2024.
With regard to the service description, the client is based on the HOAI 2021. The contract regulates the details.
The project is publicly funded.
