The object of the order is to develop a full technical documentation for the investment under the name: “Construction of the southern ring road of the city of Ostrołęki with construction of the bridge facility across the river Narew” on the section from the roundabout of the city of Ostrołęki. Zygmunt Szendzielarz “Łupaszki” to the Jan Radomski roundabout (Goworowska Street) together with technical infrastructure, structures and construction equipment as part of the investment task “Preparation of concepts and project documentation for the construction of the southern ring road of the city of Ostrołęki”. A detailed description of the item of the order is presented in Part III of the SWZ.

The Purchaser does not allow submission of variants.

The Contracting Authority does not provide for the selection of the most favourable bid by electronic auction.

The Contracting Authority does not provide for the award of contracts referred to in Article 214 (1) (7) and (8) of the Law Pzp.

The Contracting Authority does not provide advances.

Object range of the order:

1. The scope of the order shall include:

1) Geodetic and cartographic development - map for design purposes,

2) Geological and geotechnical developments, including geotechnical opinion documentation of ground-substrate studies, geotechnical project, geological works project, geological-engineering documentation, hydrogeological documentation, together with decisions,

3) Development of a water and legal operation and obtaining a water-legal permit on behalf of the Ordering Party,

4) Preparation of source materials to the extent necessary for the Information Charter of the Undertaking (Environmental Impact Report) — a task carried out by the Contracting Authority in a separate proceeding,

5) Develop a complete construction project, which consists of:

(a) Site Development Project with BIOZ Information for each of the industries,

b) Architectural and Construction Projects:

• bridge industry,

• road industry,

• technical infrastructure (all industries),

• greenery and stand management,

• environmental equipment,

• necessary reconstruction of the interfering networks of the underground area

and above-ground,

• technology channel,

• other than those specified above, and necessary for the implementation of the investment,

(c) Technical and implementing projects to the extent referred to in paragraph b.,

(d) The design of the greenery inventory together with the logging plan and the preparation of the design of compensatory plantings,

e) The design of the organisation of the movement for the duration of the works,

(f) The project of a permanent movement organisation preceded by a BRD audit.

(g) Investor cost-estimates, quotations, cumulative statement of costs, objects of works and technical specifications for the performance and acceptance of construction works for all industries necessary for the Contracting Authority to award a contract for the implementation of construction works.

6) Development of a property division project,

7) Development of the application and materials for the application for a decision to authorise the implementation of the road investment necessary to obtain the decision of the ZRID in accordance with the applicable rules,

8) Obtaining a ZRID decision with an immediate enforceability clause, developing materials for compensation.

9) Obtaining all necessary decisions, opinions, technical conditions, arrangements

and verifications for solutions arising from standards and regulations, and the technical conditions required for the subject of the contract in order to obtain a decision of construction authorisation/authorisation for the implementation of road investment. (The environmental decision necessary to obtain the decision of the ZRID will be communicated to the Contractor by the Contracting Authority.)

10) Execution of all necessary and required inventory, expertise, etc., verification of the limits of the communication thrust along the entire length (carrying out the procedure for establishing the record limits where they are not established)

11) Obtaining information about archaeological sites and all necessary materials, opinions and arrangements in the subject of the contract, including obtaining a decision of the Provincial Monuments Conservator determining the scope and type of necessary research issued pursuant to Article 31 (2) of the Act of 23 July 2003 on the protection of monuments

and care of monuments (i.e., OJ of 2021, item 710).

12) Obtaining information from the competent managers to correctly assess the possibility of drainage of stormwater to receivers, their technical status, in order to take into account the necessary actions on courses, reservoirs.

13) Obtain information about existing and planned networks from the relevant network gestors to include in the materials being developed. The Contractor shall obtain all the necessary arrangements and conditions in this respect.

14) Elaborate answers to Contractors' questions concerning the design documentation during the procedure for the award of a public works contract and/or the preparation of changes to the design documentation,

15) Fulfillment of authorial supervision of the execution of works during the period of their implementation.
