Purchase, delivery, installation and commissioning of magnetic resonance imaging with equipment along with the adaptation of rooms for the General Hospital in Kolno

The subject of this public procurement procedure is the purchase, supply, installation and commissioning of magnetic resonance imaging with equipment together with the adaptation of rooms for the General Hospital in Kolno and the provision of maintenance services during the warranty period for the task performed.

A detailed description of the subject of the contract is set out in Annex 3 to the SWZ – Description of the subject of the contract and technical requirements. The scope of construction works for the adaptation of rooms and activities necessary to install and launch magnetic resonance imaging is included in Annex No. 5 to the SWZ - Functional and Utility Program (PFU) with attachments. Information on the rules for delivery, guarantee and remuneration is included in Annex No. 11 to the SWZ – Model contract.

The subject of this public procurement procedure is the purchase, supply, installation and commissioning of magnetic resonance imaging with equipment together with the adaptation of rooms for the General Hospital in Kolno and the provision of maintenance services during the warranty period for the task performed.

The subject of the contract will be implemented in the following parts:

a) Part I – purchase, delivery, assembly and commissioning of a brand new, unused, non-used magnetic resonance imaging, together with equipment with the required parameters specified in Annex 3 to the SWZ, training of personnel, in particular doctors and technicians in the effective and safe use of magnetic resonance imaging on the dates and scope specified in Annex No. 3 to the SWZ, provision of maintenance services for installed systems and devices during the warranty period,

b) Part II – adaptation of magnetic resonance imaging rooms of the General Hospital in Kolno in accordance with the Functional and Utility Program, constituting Annex 5 to the SWZ.

The Contracting Authority informs that an obligatory on-site inspection will be carried out, which will allow to get acquainted with the condition of the Hospital building.

a) The contracting authority informs that it is required to carry out an on-site inspection in order to obtain all information necessary for the proper preparation of the offer. On-site inspection will be possible after notifying the Contracting Authority that on a given day the Contractors will be present during the on-site inspection.

b) The date of the on-site inspection is set by the Contracting Authority for the period from 28-31 August 2023 at 12.00.

c) The Contractor's bid submitted without a site inspection shall be rejected pursuant to Article 226(1)(18) of the Public Procurement Law.

d) All costs related to the on-site inspection shall be borne by each Contractor himself.

e) Before the on-site inspection – representatives of contractors will be obliged to sign the attendance list (name, surname, business name of the represented contractor).

f) During the on-site inspection, the Contracting Authority will not provide explanations regarding the SWZ.

g) In the case of a large number of persons interested in participating in the on-site inspection, the Contracting Authority reserves the right to divide the Contractors' representatives into smaller groups or change the date of the inspection.

The Purchaser does not allow the submission of partial offers.

The contracting authority does not allow partial bids referred to in Article 7(15) of the Public Procurement Law.

JUSTIFICATION: The contract was not divided into lots due to the complexity of the subject of the contract. Entrusting the delivery of magnetic resonance imaging and preparing the rooms of the RM Laboratory to one Contractor is aimed at minimizing the risk associated with improper execution of the contract, including – in the scope of adapting the rooms to the requirements of radiological protection of the offered magnetic resonance imaging and determining responsibility for the completed order.

Pursuant to Article 257 of the Public Procurement Law, the contracting authority reserves the right to cancel the procurement procedure if the public funds that the contracting authority intended to allocate to finance all or part of the contract have not been granted to it.
