This piece of work looks to retrospectively assess the overall development outcomes and impacts of PIDG through an in-depth assessment of PIDG activities in a range of different sized economies and geographies across Sub-Saharan Africa and Asia.

The evaluation will provide PIDG’s donors with evidence of its overall development outcomes and impact as a private sector infrastructure delivery vehicle. This evidence will be used primarily for lesson-learning and to inform future programming across all the donors.

Tenderers are asked to evaluate the impact, relevance, additionality, sustainability and effectiveness of the works funded by PIDG.

The contract will require in-country visits and assessment of existing data and reports.

The delivery team will require:

• a good understanding and knowledge of private sector investment in infrastructure in Sub-Saharan Africa and in Asia;

• knowledge of infrastructure and project financing in Sub-Saharan Africa and Asia;

• strong experience of conducting qualitative, quantitative and mixed methods evaluations in developing countries;

• expertise on capital markets and local currency market development;

• expertise on gender and poverty dynamics.

The procured output is:

— propose an evaluation methodology,

— produce an inception report highlighting the countries with projects most likely to require assessment,

— produce 4 separate country assessment reports,

— produce a final evaluation and synthesis report.
