The consultation is launched according to the open call for tenders procedure provided for in Articles R. 2124-1 to R. 2124-3, R. 2124-5 and R. 2161-2 to R. 2161-5 of the Code of the public order of 1.4.2019. The contract is concluded in the form of a framework agreement with order forms without minimum or maximum, pursuant to articles R. 2162-1 to R. 2161-6 and R. 2162-13 to R. 2162-14 of said code, passed on unit price slips.

The services are divided into two geographic areas. The market is concluded for a period of twelve months from the date of notification and tacitly renewable 3 × 12 months at most. Variants are not allowed. Prices are firm the 1 re year then revisable under the conditions set in the CCAP. Each candidate must submit all the samples listed in article 8 of the CR (see conditions in the CR). Otherwise, the candidate's offer will be rejected. Market financed by own funds.
