Invitation to tender for contingency agreement concerning icebreaking in Småland waters

In accordance with Executive Order no. 969 of 25/07/2017 on preparedness for icebreaking, it has been decided that the icebreaking tasks in four delimited Danish waters will be solved in a private-public collaboration between the Danish Defence and the maritime industry.

The cooperation is based on four contingency agreements, of which this tender deals with icebreaking in Smålandsfarvandet and is concluded for the icebreaking seasons in the years 2023-2027.

The emergency management agreement implies that private operators, who choose to enter into an emergency agreement with the state, undertake to provide a contingency for ice breaking, which within a notice of 24 hours must be able to depart towards the emergency area area. The contingency agreement is concluded by the Ministry of Defence's Materiel and Procurement Agency (FMI).

The emergency management area Småland waters are defined within the following limits:

• Great Belt to the west, median 011º10 ́E

• Horsehead Deep to the southeast as far as position 54º 49'8 N - 012º11'4 E

• Ulvsund to the northeast as far as the parallel latitude 55º00'0 N

• Guldborg Sound to the south until King Frederik IX bridge

• Towards the ports in the area between the above boundaries as follows:

o Port of Stigsnæs: until the piers

o Næstved harbour: until the piers in Karrebæksminde

o Port of Sakskøbing and Port of Bandholm: up to subheading 54º52'5 N - 011º28'2 E

o Guldborg Bridge harbour: up to the 6-metre curve

o Port of Nykøbing Falster: up to the parallel latitude 54º46'3 N

o Vordingborg south harbour: until the quays

o Stege port: as far as the northern compass marking in position 54º59'7 N - 012º10'8 E

o Port of Stubbekøbing: up to subposition 54º53'7 N - 012º02'7 E

Responsibility for ice-breaking in the ports and just outside the ports in the emergency area is therefore the responsibility of the ports themselves.

The ports within the emergency management area can request assistance from the Armed Forces chartered icebreaker, in order to be billed 100 per cent of the hourly rate for the performed effective icebreaking.
