In 2017, the Namur CPAS wanted to carry out a study on the feasibility of developing its Jambes site on part of the “Acina” site as an extension of its administrative headquarters.

This is in order to meet its growing needs in terms of infrastructure and in a search for rationalization of the locations of its activities. This study was all the more justified by the immediate urban planning context in change (collector project to bypass the center of Jambes, removal of a level crossing,...) and the presence of a wasteland

industrial damage to the urban integration of its administrative headquarters and the accessibility of its site.

This study made it possible to guide strategic choices and to confirm a development plan offering a forward-looking vision of the development potential. Nevertheless, tenderers can deviate from this pattern, which is not fixed and can also draw inspiration from it.

The current land of the CPAS covers an area of 2.95 ha and includes several buildings (central administration, nursing home and assisted living).

In March 2020, the institution realized the purchase opportunity of the “Acina” plot with a surface area of 2.49 ha (620F) that extends over part of the site of the former metal construction workshops of the same name. The site in question is heavily polluted, especially with zinc, as confirmed by a soil pollution study carried out in 2016 by the design office.

The market includes:

- The urban and architectural design of the complex to be built, the preparation of the files necessary for obtaining the permit and the application for this permit, the technical execution files, including the design of fixed furniture - the free furniture is the responsibility of the adjudicator - and the study of the layout of the surroundings;

- Stability studies and special techniques;

- The complete health and safety coordination mission;

- The complete PEB mission;

- The acoustic mission;

- The studies, supply and installation of completions as described in the technical clauses and allowing the layout of the premises aimed at the implementation of the new working methods (NWOW) in the building and the supply and installation of all fixed furniture, resulting from this new concept of working method;

- The provision of the documents required to obtain grants;

- Carrying out all the works until their complete completion, including safety and health coordination as well as all the approvals and certifications required to obtain operating permits for this type of establishment (SRI, technical installation inspection bodies, ... );

- The provision of the as-built backrest;

- Preventive and curative maintenance of all installations installed and all work carried out until the expiration of the guarantee period, that is to say until final acceptance two years after the provisional acceptance;

- The training of staff in the use of the facilities installed;

- The realization of the layout of the accesses and surroundings, their maintenance until the expiry of the guarantee period, that is to say until the final acceptance two years after the provisional acceptance;

- The valuation of the balance of the land called “Monnoyer” (areas relating to construction, surroundings and roads to be deducted from the total area - area to be determined)
