The contracting authority, the National Municipal Collaboration of 110 Centres IKS [Nasjonalt kommunesamarbeid for 110-sentralene IKS], invites tenderers to a contest for the procurement of an alarm management tool (Norwegian: AHV).

The purpose of the procurement is for all 110 centres to have one, shared tool for managing incoming alarms in the future.
A new system will cover the need for more automated processes than than can be supported by the various tools that are currently used in the different 110 centres.
The procurement of a shared system will result in more cost-effective operation of alarm management from a national perspective. The new system must be scalable for all of Norway, so that in the future the coverage area of the new system can be expanded or narrowed as needed.
The new tool must also be scalable for flexibility and innovation, so that new technology and new, favourable solutions can be implemented and put into use.
Another goal of the procurement is for the 110 centres to experience a safe and smooth transition with the phasing out of the old tool to the new tool.
