4.1. The subject of the contract is the delivery, implementation, configuration, commissioning, and maintenance of integrated cybersecurity solutions for IT and OT infrastructure, carried out in connection with the grant project entitled "Improving the level of Cybersecurity at the Municipal Management Plant at the Przeworsk Municipality Ltd.", financed under the National Recovery and Resilience Plan, Priority C3 Cybersecurity, Measure C3.1.1 Cybersecurity – CyberPL, grant competition "Cybersecure Waterworks", call number KPOD.05.10-CW.01-001/25, in accordance with the requirements specified in the Description of the Subject of the Contract constituting Annex No. 1 to the ToR.
4.2. The scope of the contract includes in particular the delivery, configuration, implementation, and commissioning of the hardware, software, and services listed in the Description of the Subject of the Contract, including:
1) Central Security System, SIEM-class system with XDR, EDR elements and IT infrastructure monitoring including network management – 1 set.
2) Directory services configuration – 1 set.
3) Cybersecurity solutions server – 1 pc.
4) Backup server – 1 pc.
5) Operating system for server – 2 pcs.
6) Uninterruptible power supplies (UPS) – 10 pcs.
7) UTM – 2 pcs.
8) SWITCH – 2 pcs.
9) Hardware keys – 10 pcs.
10) ICT asset inventory service – 1 set.
11) VPN connection configuration service – 1 set.
12) Enhancing cybersecurity of control and visualization systems with regard to OT security – 1 set.
13) Implementation of network security and cyber threat monitoring systems in the OT area – 1 set.
4.3. The Description of the Subject of the Contract, hereinafter referred to as "DSC", is included in Annex No. 1 to the ToR.
7.1. The contract may be awarded to Contractors who are not subject to exclusion and meet the participation conditions and requirements specified in this ToR.
7.2. The contract may be awarded to Contractors who meet the conditions related to:

The Contracting Authority does not set requirements regarding this condition.
7.2.2. Entitlements to conduct a specific business or professional activity, if resulting from separate regulations:
The Contracting Authority does not set requirements regarding this condition.
7.2.3. Economic or financial situation
The contract may be awarded to Contractors who have liability insurance related to the conducted activity connected with the subject of the contract, with a guarantee sum of no less than PLN 500,000.00 (in words: five hundred thousand zlotys).
7.2.4. Technical or professional capacity
A public contract may be awarded to a contractor who meets conditions concerning technical or professional capacity, i.e.:
1) has professional experience understood as the proper completion of at least 2 (two) contracts involving the implementation of the offered Central Security System, SIEM-class system with XDR, EDR elements and IT infrastructure monitoring including network management, for an entity providing public services, within the last 3 years before the submission deadline (or during the shorter period of activity if applicable) together with confirmation that the subject of the contract was fulfilled properly.
(For each of the above contracts, evidence confirming that the services were performed properly and correctly completed must be attached)
2) has professional experience understood as the proper execution of at least 2 (two) contracts involving delivery of IT hardware or software containing elements raising the level of cybersecurity along with implementation, each worth not less than PLN 500,000 gross, within the last 3 years preceding the submission deadline (or during the shorter period of activity if applicable), along with confirmation that the subject of the contract was fulfilled properly.
(The Contractor is obliged to specify the value of completed contracts, their subject, scope corresponding to the condition above, dates of execution, and entities for which they were performed.
For each of the contracts listed above, evidence confirming that the deliveries were properly and correctly completed must be attached.)
3) has competence to perform the service of implementing network security and cyber threat monitoring systems in the OT area, certified by ISO/IEC 9001 and ISO/IEC 27001 standards (e.g.: certificate or equivalent confirmation, valid on the date of submission - for at least services related to cybersecurity).
4) has personnel potential, i.e., during contract execution has or will have a person with appropriate professional competencies, knowledge, and experience necessary to perform the contract and will assign this person to perform the contract, i.e. at least one person assigned to the contract implementation acting as Implementation Specialist, meeting cumulatively the following requirements:
a) holds higher IT education or higher technical education specialized in IT technologies;
b) in the last 3 years before submission deadline (or during the shorter activity period if applicable) participated in implementation of at least 2 projects including implementation of the offered Central Security System, SIEM-class system with XDR, EDR elements and IT infrastructure monitoring including network management;
c) in each project referred to in point b, performed tasks related at least to installation, configuration, integration, commissioning, and handover of the implemented solution;
d) has knowledge and experience enabling implementation of the offered Central Security System, SIEM-class system with XDR, EDR elements and IT infrastructure monitoring including network management,
