Assignment Title: TRAINING IN TOURISM STATISTICS METHODOLOGIES AS INCLUDED IN THE “INTERNATIONAL RECOMMENDATIONS FOR TOURISM STATISTICS” (IRTS) 2008 OF THE WORLD TOURISM ORGANIZATION.



 



1. The Government of Cape Verde has received a credit from the International Development Association - IDA/World Bank (hereinafter referred to as the "World Bank") in the amount of US$ 75 million (Seventy-five million US dollars), for the implementation of the Resilient Tourism and Development of the Blue Economy Project in Cape Verde and intends to use part of the funds to hire an individual consultant to provide - TRAINING IN TOURISM STATISTICS METHODOLOGIES AS INCLUDED IN THE “INTERNATIONAL RECOMMENDATIONS FOR TOURISM STATISTICS” (IRTS) 2008 OF THE WORLD TOURISM ORGANIZATION.



 



2. The purpose of this technical assistance is to strengthen the capacity of the main technical staff of ITCV and INE and other entities involved in the production of statistical information relevant to the sector (such as the port authority (ENAPOR), Border Police, among others) regarding the IRTS methodology, allowing to improve the quality of current statistical productions and contribute to the introduction of new statistical products and decision-making models at the tourism level.

4. The implementing agency Unidade de Gestão de Projectos Especias (UGPE), now invites eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required.



 



5. To be selected, the individual Consultant must have the following qualifications:




  • Bachelor's degree in statistics, tourism or economics, or another area highly relevant to this technical assistance, and Postgraduate degree in statistics, economics, economics/tourism studies or related area;

  • At least 8 years of professional experience in tourism statistics, tourism economics, national statistical offices, international organisations dealing with tourism statistics, or related areas;

  • Demonstrated comprehensive knowledge of the WTO IRTS, including its structure, concepts, and methodologies. Familiarity with other related international statistical frameworks, such as the TSAs;

  • Practical experience in aligning national tourism statistical practices with international standards, including the implementation of IRTS;;

  • Proven record of accomplishment of delivering training programs, workshops, or technical assistance in tourism statistics or related topics to diverse audiences, including statisticians, policymakers, and industry stakeholders, for at least 3 years. Ability to adapt training content to different knowledge levels and cultural contexts of participants;

  • Fluency in Portuguese. Knowledge of English or Spanish is an advantage;

  • Immediate availability, and willingness to travel to Cabo Verde, if necessary, and offer in-person and virtual training.



 



6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest



 



7. An individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025.

11. Expressions of interest received after the deadline will not be considered.



 



12. The UGPE reserves the right to annul the tender process at any time prior to Contract Award, without thereby incurring any liability.
