The purpose of the consultation is to appoint project management assistance for the establishment of a global performance contract for the renovation, modernization, upgrading to accessibility standards, upkeep, maintenance of roads, public lighting, burial of overhead networks, street furniture and horizontal and vertical signage of the City of Le Touquet-Paris-Plage. This global refurbishment may be accompanied by long-term maintenance and servicing services to ensure the quality of the equipment, the payment of which will be subject to availability, quality and economy performance in their use. The overall rehabilitation will therefore aim, in particular, to an accelerated and structural upgrade of the roads, the beautification and harmonization of street furniture, the security of the distribution of electricity and communications of all kinds.

The contract has a firm tranche broken down into 4 phases and 2 optional tranches. Firm tranche (phase 1: technical and legal inventory; phase 2: preliminary studies and development of the functional program; phase 3: preparation and award of the Global Performance Contract; phase 4: assistance in the execution of the global Performance contract during its design and implementation. Optional tranches (optional tranche 1: conclusion of the procedure in case of unsuccessfulness; optional tranche 2: assistance from the City in the event of litigation). The overall performance contract must be notified within the time frame allowing work to begin in the 2nd quarter of 2024 at the latest. This constitutes an imperative obligation of result to be respected by the holder. The period for the execution of an optional tranche starts from the date of notification of the decision to strengthen it, which must be taken within a maximum of 24 months from the notification of the contract. The contracting authority reserves the right not to trigger the optional tranche(s). No compensation for withdrawal or suspense shall be paid to the contract holder in the event of delay or non-consolidation of the optional tranches.
