Guarding of the residential complex in Meinersen

The Meinersen residential complex is located at Am Trenelsee 1 (formerly: Wiesenweg 23) on the outskirts of Meinersen in the municipality of Meinersen. The local connection is via the federal road B 188 in the direction of Gifhorn and in the direction of Uetze.

On the 4,464 m² plot is the Meinersen residential complex with a living and usable area of approx. 651.68 m². The building on it is regularly used by the district of Gifhorn to accommodate foreign refugees.

The care of the refugees is ensured by additional staff located on the grounds of the residential complex. If necessary, support may be required in the evening and night hours (e.g. calling ambulances, issuing sick notes, etc.). The guarding of the foreign residents as well as the accommodation, including the personnel employed by the operator and the employees of the client (AG), is awarded to a service company within the framework of this interim award.

Due to the size and location of the property and the number of refugees accommodated (regularly up to 75 people), security must be permanently guaranteed by two security staff (SMa) in a two-shift system (12h hour shifts). The start and end of the shifts is variable after consultation with the client and is determined at the start of the service.

On average, 2 employees per shift are deployed in the residential complex. The number of employees depends on the current occupancy. A change in the required employees is regularly communicated at least 2 weeks in advance.

At least 12 fixed patrols must be carried out within 12 hours. The routes of the patrols are determined together with the security service deployed at the beginning of the service. A guard control system must be installed by the contractor (AN) to document the patrols. In addition, the residential complex is to be patrolled every half hour. The patrols must always be carried out at irregular times.

The other staff employed on the facility to look after the accommodated persons is on site daily (Monday-Friday) from approx. 08:30 to 12:30. An on-call service for the employees is being considered and, if set up, will be regulated separately.

The security services are provided in accordance with § 34a of the Industrial Code in conjunction with the Guarding Ordinance, DIN EN 15602 "Security service providers / security service providers - Terminology", DIN 77200-1 "Security services - Part 1: General requirements for security service providers", DIN 77200-2 "Extended requirements for security service providers for special service areas" and the BG regulation for guard and security services (DGUV Regulation 23).

The commissioned company has the task of protecting the client, the property and the personnel deployed, as well as the residents against damage and dangers as well as maintaining safety and order on the entire site and in the buildings. Good cooperation between the security personnel and the staff is imperative. Individual processes of day-to-day business are to be regulated and adhered to separately in the residential complex in coordination with the client.

The employees are responsible in particular for ensuring and complying with the house rules, including the enforcement of the smoking ban in the buildings. After instruction, the support of the fire and hazard alarm system is also part of the area of responsibility of the employees deployed.

The control of the access authorizations and the enforcement of the domiciliary rights in consultation with the client are also required.
