Realignment of the land use plan for the area of the large district town of Dippoldiswalde

The large district town of Dippoldiswalde intends to award planning services for the preparation of a land use plan (FNP). The aim is to award the contract for the complete planning services for the land use plan for service phases 1, 2 and 3 in accordance with § 18 (1) HOAI with all basic services in accordance with § 18 (2) sentence 1 HOAI in conjunction with the associated Annex 2. In addition, a large number of special services are to be commissioned in accordance with § 18 (2) sentence 2 HOAI from the associated Annex 9. These can be found in the draft engineering contract (see Part B "Detailed regulations on services and fees") in the procurement documents.

Currently, the preparatory urban land use planning consists of two separately drawn up partial land use plans, the land use plan for Dippoldiswalde and districts drawn up in 2010 and the land use plan of the municipality of Schmiedeberg with districts, which was incorporated in 2014 and drawn up in 2005.

The aim is to develop and update a new joint land use plan for the entire municipal area, all the more to create a uniform, legally secure planning basis in accordance with § 8 (2) BauGB, which meets the requirements of current and future challenges of urban development.

The large district town of Dippoldiswalde is located not far from Dresden and is characterized above all by its structural diversity through the existing 21 districts. The urban area covers an area of about 104 km² with a population of 14 387 inhabitants (as of 04.09.2020). The latter benefit from the recreational and leisure activities of the Malter Dam, as a state-approved resort. In addition, Dippoldiswalde fulfils the supply function assigned in the state development plan for the surrounding area as a middle centre. The Regional Plan Upper Elbe Valley/Eastern Ore Mountains covers Reinholdshain and Sadisdorf as priority areas for wind energy, in the municipality of Dippoldiswalde. This spatially significant function or use must be taken into account accordingly. With the Reinholdshain industrial estate and the Reichstädt industrial area, Dippoldiswalde has an economic potential that must be exploited in the coming years. For this purpose, the expansion of the industrial area in Reinholdshain is planned.

Specifically, the commissioning of the following services in the land use plan according to § 18 HOAI 2021 is intended:

1. Performance phase 1 (preliminary draft for early participations); § 18 para. 1 no. 1 HOAI 2021, 2nd service phase 2 (draft for public interpretation); § 18 para. 1 no. 2 HOAI 2021 3rd performance phase 3 (plan for resolution). All basic services of all service phases in accordance with Annex 2 to § 18 (2) HOAI 2021 must be provided in full. In addition, the following special services are to be provided in accordance with Annex 9 to § 18 (2) HOAI 2021:

Services for process and project management as well as quality assurance in accordance with Appendix 9 No. 3 HOAI 2021

- Preliminary coordination with planning participants and specialist authorities (Annex 9 No. 3 b HOAI 2021)

- Preparation and follow-up of planning-related meetings (Annex 9 No. 3 letter d HOAI 2021),

- Comments on individual projects during the planning process (Annex 9 No. 3 letter k HOAI 2021)

Services for preparation and content supplementation in accordance with Annex 9 No. 4 HOAI 2021:

- Digitisation of documents (Annex 9 No. 4(b) HOAI 2021)

- Adapting data formats (Appendix 9 No. 4 letter c HOAI 2021)

- Differentiated collection, mapping, analysis and presentation of specific characteristics and uses (Annex 9 No. 4 letter i HOAI 2021)

In-process services in accordance with Appendix 9 No. 5 HOAI 2021:

- Prepare, carry out, evaluate and document the formal participation procedures (Annex 9 No. 5 letter b HOAI 2021)

- Identification of the likely significant environmental impacts for the environmental assessment (Annex 9 No. 5(c) HOAI 2021)

- Preparation of the environmental report (Annex 9 No. 5 letter d HOAI 2021)

- Calculation and presentation of environmental protection measures (Annex 9(5)(e) HOAI 2021)

- Processing of the requirements from the nature conservation intervention regulation in urban land use planning procedures (Annex 9 No. 5 lit. f HOAI 2021)

- Preparation of meeting templates, workbooks and other documents (Annex 9 No. 5 letter g HOAI 2021)

- Substantial changes or reworking of the draft after disclosure or participation, in particular after comments (Annex 9 No. 5 letter h HOAI 2021)

- Preparation of the advisory documents of the municipality on comments within the framework of the formal participation procedure (Annex 9 No. 5 lit. i HOAI 2021)

- Drafting of publication texts and organisation of public announcements (Annex 9,5(l) HOAI 2021)

- Preparation of the process documentation (Annex 9 No. 5 lit. o HOAI 2021)

- Participation in the public relations work of the client, including participation in information leaflets and public discussions as well as preparation of the necessary planning documents and pleadings (Annex 9 No. 5 letter q HOAI 2021)

- Participate in meetings of political bodies of the contracting authority or in meetings in the context of public participation (Annex 9 no. 5 letter r HOAI 2021)

- Participation in consultation and discussion dates (Annex 9 No. 5 letter s HOAI 2021)

- Preparation of the summary declaration in accordance with the Building Code (Annex 9 No. 5 letter u HOAI 2021)

Other special services for landscape planning services in accordance with Annex 9 No. 6 HOAI 2021)

- Participation in approval procedures in accordance with technical regulations (Annex 9 No. 6 letter k HOAI 2021)

Calculative note: Bodies to be involved in the establishment of the FNP are, if necessary, the city council, possibly also the technical committee and the 16 local councils. As a rule, these committees meet 11 times a year. Any meetings must only be prepared professionally and, if necessary, participated in them by arrangement.
