Tampere University Foundation sr and Tampere University of Applied Sciences Ltd procured building technology and HVAC work for properties as a joint procurement.
The contracting entities and the procurement agreement are signed by Tampere University Foundation sr. and Tampere University of Applied Sciences Ltd.
The target of the procurement is civil engineering and HVAC repair and alteration work related to the premises of the University of Tampere and Tampere University of Applied Sciences, as well as new construction work.
The work will be carried out on all of the Client's campuses in different locations, for example:
- TAMK main campus, apartment area approx. 60,000 m2
- Hervanta campus, apartment area approx. 98,500 m2
- Kauppi campus, apartment area approx. 28,000 m2
- City centre campus, apartment area approx. 113,000 m2.
The items presented above are examples, and work can also be carried out on other sites.
The invitation to tender does not include alteration and repair work carried out/commissioned by the property owner in the properties they own, with the exception of properties owned by TAMK itself.
As a rule, modifications are aimed at user-oriented modifications in learning and research environments. Typical changes include changes in the division of premises, changes in the purpose of use and improvement of the quality of the premises.
The tampere higher education foundation's modifications follow the instructions of the client and the property owners, such as University Properties of Finland Ltd, and the modifications are documented in the BEM project bank. For TAMK, the corresponding system is Haahtela PRIS/RES.
Services shall be procured as a framework agreement based on the following areas:
1. Civil engineering repairs, alterations and new construction work
2. HVAC repair and modification work.
A framework agreement of five (5) suppliers shall be formed for each of the two areas. The contracting entity selects five (5) best placed tenderers for the framework agreement in the comparison. If there are fewer than five (5) tenderers, all tenderers meeting the suitability and minimum requirements for tenderers who have submitted a tender in accordance with the invitation to tender shall be selected for the framework agreement.
The tendering process for sub-area 2 also includes the performance of on-call work, which includes, for example, the property's fault emergency services, fire alarm emergency services and other urgent work. The person to carry out on-call work shall be selected at the time of the establishment of this framework agreement. The choice is made as follows:
First, the contracting entity will identify the five (5) most economically advantageous tenderers selected for the framework agreement. The contracting entity then compares the tenders of the five tenderers selected for the framework agreement who have also offered on-call work. On-call work wins the lowest price for on-call duty by the Provider.
The duration of the framework agreement period is four (4) years. A framework agreement is concluded when a framework agreement has been signed by both parties. Contracts for individual works contracts may be shorter than the framework contract period.
The maximum value of the framework agreement is EUR 6,000,000 (VAT 0%).

Civil engineering worksThe object of the acquisition is unidentified civil engineering work on real estate.
Repair and alteration work may be of an hourly nature small-scale work (e.g. painting or installation work and small changes to premises) or larger small-scale contracts that are put out to tender separately within the framework agreement. The acquisition may also include new construction work.
HVAC workThe target of the acquisition is unidentified HVAC work on real estate.
Repair and modification work may be smaller works carried out on an hourly basis or larger-scale small-scale contracts that are put out to tender separately within the framework agreement. The acquisition may also include new construction work.
Area 2 also includes on-call duties.
