The Contracting Authority must, in order to fulfil its obligations to tenants and to ensure requirements for efficient follow-up of requirements for public impositions and internal control, procure an external service provider who can carry out inspections, controls and various types of operational and caretaker services, externally and internally, on the department's properties, buildings and technical installations.
