It has been politically decided that the City of Copenhagen will contribute to the government's goal of being CO2 neutral by 2025 through an average reduction in the speed in the municipality by 10 km/h.
The speed reduction is implemented through 3 sub-projects: Speed zones, Category I and II lines and Category III lines. This tender only concerns Speed Zones.
The assignment is described in more detail below in section II.2.4) and in the Service Description section 2.1, which is part of the tender documents.
TMF has divided Copenhagen into 118 speed zones spread over 10 districts, where the future mandatory speed limit will be 40 km/h and 30 km/h, respectively. Three out of 10 districts, corresponding to 27 speed zones, are designed internally by the City of Copenhagen.
The present tender concerns the preparation of a tender project for the remaining 91 speed zones distributed in the districts of Bispebjerg, Østerbro, Amager East, Amager West, Vesterbro – Kongens Enghave, Nørrebro, Indre By.
The specific services and deliverables are specified in the service description in the tender documents, based on the procedure and working methods used in the design of the first three districts. Project material for the Valby district is attached to the tender documents for information.
As far as possible, the project must be carried out in accordance with section 7 of the Executive Order on Local Speed Limits (BEK no. 3 of 03/01/2022), the so-called pilot scheme. The pilot programme provides an opportunity to work according to a new mindset, which may mean deviations from known practice regarding speed reduction measures.
Thus, TMF expects the consultant to set aside time to obtain a thorough knowledge of the Speed Order (BEK No. 3 of 03/01/2022 § 6 and 7) and the Application Order (BEK No. 2510 of 09/12/2021 § 145-151).
The design must be planned so that it is carried out in close dialogue with TMF. As necessary, the adviser will be involved in dialogue with the police about the choice of solutions in accordance with the legislative provisions.
