The subject of the contract is a service in the scope of collecting municipal waste from owners of real estate where residents from the Kwidzyn commune live in the period from January 1, 2024 to December 31, 2025 and their transport to the Municipal Installation – Waste Utilization Plant Sp. z o.o. in Gilwa Mała 8, 82-500 Kwidzyn.
1) A detailed description of the subject of the contract constitutes Annex A to the Terms of Contract.
2) The list of properties on which residents reside constitutes Annex B to the Terms of Contract.
1) Collection from all properties where residents live, generated in any amount of non-segregated (mixed) municipal waste (waste code 20 03 01), collected in containers and in bags located next to the containers (in the case of periodic surpluses, when this waste will not fit in the containers).
2) Collection from the properties where residents live, generated in any amount of selectively collected, in bags and/or containers, municipal waste of the following fractions:
- paper,
-plastics
- metals, e.g. cans,
- multi-material packaging,
- glass,
- ash,
- bio-waste, including biodegradable waste from gardens, food and kitchen waste from households.
3) Collection of mixed municipal waste and selectively collected waste from all properties where residents live, located in the municipality of Kwidzyn, in accordance with the list of properties constituting Annex B to the SWZ.
4) Providing owners of real estate where residents live (for the period of implementation of the subject of the contract – 2 years) bags for selective waste collection in a total amount of at least 868 500 pieces.
5) Distributing, in accordance with the list - Annex B to the SWZ, bags for selective waste collection among the properties where residents live.
6) Drawing up, in the form of calendars, two coloured schedules for the collection of waste (mixed
And selectively collected) and agreeing them with the Ordering Party - before they are distributed among the properties on which the inhabitants (households) reside.
7) Distributing, in accordance with the list - Appendix B to the SWZ among the properties where residents (households) live in both single-family and multi-unit buildings - one schedule in paper form for each household, on dates:
a) until 18 December 2023 – for the calendar year 2024,
(b) until 2 December 2024, for calendar year 2025.
8) Organize and carry out eight roadside collections of bulky waste and waste electrical and electronic equipment, household appliances and electronics, falling on Saturdays. These collections will take place on the following dates: 16 March, 15 June, 14 September, 14 December 2024 and 15 March, 14 June, 13 September and 13 December 2025. The Contractor shall include the indicated dates of collection in the waste collection schedules referred to in point 6 prepared by the Contractor.
9) Providing the Ordering Party with monthly reports, constituting the basis for issuing an invoice for the service provided.
10) Keeping documentation related to the activity covered by the subject of the contract, preparing annual reports and submitting them to the Contracting Authority by 31 January for the previous calendar year.
11) Collection of municipal waste in a manner ensuring the maintenance of an appropriate sanitary condition and environmental protection.
12) Meeting the requirements for the transfer of collected municipal waste: to the Municipal Installation – Waste Utilization Plant Sp. z o.o., with its registered office in Gilwa Mała 8, 82-500 Kwidzyn.
13) Meeting the requirements for the Contractor's equipment:
a) Waste collection will be carried out in accordance with the law, in particular using vehicles that meet the relevant requirements – in accordance with the Regulation of the Minister of the Environment of 11.01.2013 on detailed requirements for the collection of municipal waste from property owners, having the minimum number of required vehicles.
b) The Contractor must have a storage and transport base located in the municipality of Kwidzyn or at a distance of no more than 60 km from the border of the municipality of Kwidzyn, in the area to which the Contractor has a legal title, meeting all the requirements specified. in Rozporz.
