The subject of this public procurement is the delivery of goods as defined in Art. 3, para. 1, item 2 of the Public Procurement Act (ZOP). The full information regarding the scope, volume, and technical requirements for the execution of the public procurement is described and regulated in the "Technical Specification," an integral part of the participation documentation. The activities for executing the public procurement are defined by the Contracting Authority as follows: Activity No. 1. "Delivery and installation of equipment"; Activity No. 2. "Implementation - configuration, testing, and commissioning"; Activity No. 3. "Training of the Contracting Authority's staff"; Activity No. 4. "Warranty maintenance". The individual activities included in the execution are described in detail in the Technical Specification for the respective separate lot.
Separate lots: This procedure is divided into three separate lots. The division of the separate lots is based on the technological level and purpose of the two types of equipment, as well as on the training goals and levels of preparation that must be achieved. Lot 1 includes deliveries of computer equipment, Lot 2 includes delivery of items for training and general educational preparation, and Lot 3 includes deliveries of laboratory equipment.

The estimated value for the execution of the procurement: The maximum available financial resource for the execution of the subject of this procurement is 341,666.67 BGN (three hundred forty-one thousand six hundred sixty-six levs and 67 st.) excluding VAT. The values for the separate lots are as follows: Separate lot No. 1: "Delivery of computer equipment and accessories" – 281,634.50 BGN (two hundred eighty-one thousand six hundred thirty-four levs and 50 st.) excluding VAT; Separate lot No. 2 "Delivery of laboratory equipment" – 28,145.66 BGN (twenty-eight thousand one hundred forty-five levs and 66 st.) excluding VAT; Separate lot No. 3 "Delivery of equipment for educational purposes" – 31,886.50 BGN (thirty-one thousand eight hundred eighty-six levs and 50 st.) excluding VAT; According to Art. 21, para. 6 of the Public Procurement Act, Separate Lot 2 and Separate Lot 3 with a total estimated value of 60,032.16 BGN excluding VAT, planned as separate lots in this procurement, will be awarded based on their individual value - through a direct contract, since the value of the separate lots does not exceed the sum of 156,464 BGN and simultaneously the total estimated value of the separate lots awarded this way does not exceed 20 percent of the total estimated value of the procurement. The specified estimated value of separate lot No. 1 also serves as the maximum financial resource of the contracting authority for their execution. The offers of the participants should not exceed the maximum financial resource in levs without VAT, respectively with VAT for the respective lot. If a participant exceeds this maximum available financial resource for the respective lot, regardless of whether they offer a price excluding VAT or with VAT, they shall be removed from participation based on Art. 107 of the Public Procurement Act. Participants in their Price proposals offer unit prices for the total volume of deliveries subject to execution included in separate lot No. 1. Offers are submitted only for separate lot No. 1. The execution period for the public procurement should be up to 180 (one hundred eighty) calendar days, including all activities within the scope of the public procurement. In their Technical proposal, participants must propose a timeframe for the execution of the procurement, in accordance with the maximum set by the Contracting Authority for the execution of the public procurement, as well as a warranty support period for each of the offered items, where the minimum warranty support period cannot be less than 24 months and/or 36 months, where specified for the respective item in the technical specification; in this case, the participant must comply with the specified period, which is the minimum for the corresponding lot/item specified in the Technical Specification and the Technical Proposal. If for a certain item in the technical specifications of the procurement there is no explicitly stated warranty period, it is considered to be 24 months. Any offer that contains a shorter warranty support period, according to the conditions for the respective lot and individual items, will be removed from participation. Any offer that contains a longer execution period, according to the conditions for the respective separate lot, will be removed from participation.
