On 19 April 2022, the Committee on Employment and Integration approved that the Employment and Integration Administration commences work on the provision of ordinary driving licences (B) to unemployed citizens.

The current offer concerns the training of unemployed citizens to obtain a driving licence (B) cf. the Act on active employment initiatives[1] (LAB) section 91 - Other guidance and upskilling.

On 19 April 2022, the Committee on Employment and Integration approved that the Employment and Integration Administration commences work on the provision of ordinary driving licences (B) to unemployed citizens. The tender was published in January 2023, and after assessing the tenders received, the administration has decided in March 2023 to cancel the tender with the argument of wanting more competition. It has therefore been decided that the task will be re-tendered.

The administration estimates that a re-offer of the task of driving license (B) to unemployed citizens at Jobcenter Copenhagen will result in a delay of approximately three months.

The expected start-up has thus changed from 1 September 2023 in the first tender to an expected 1 December 2023 in the current tender.

A purchase of a driving licence (B) under the framework agreement, which is concluded in the current tender, concerns the training of a citizen to take a driving licence category B - Ordinary passenger car cf. executive order on driving licences (BEK no. 1843 of 22/09/2021) and the citizen's taking of state tests as part of this.

There is estimated annual need to purchase between 70 - 120 driver's licenses (B).

Estimation of the Client's purchase framework is based on Jobcenter Copenhagen's previous purchase of a driver's license (B) of approx. DKK 1.5 million per year and surcharges, cf. the Danish Job Center Charter. The Danish Competition and Consumer Authority's guidance. On this basis, the estimated purchase framework for the purchase of a driving licence (B) is expected to amount to up to approx. DKK 7.5 million in the 4-year period 1 December 2023 - 30 November 2027.

The estimated purchase framework does not take into account any future changes in legislation in the employment area, and/or changes in the political priorities for the use of driving licenses (B) in the efforts for unemployed citizens in the City of Copenhagen.

On this basis, the maximum purchase framework for the purchase of a driving licence (B) is set at DKK 17.56 million for the 4-year period 1 December 2023 - 30 November 2027.

The Employment and Integration Administration does not guarantee any minimum turnover in connection with the tender.
