The purpose of the contract is to provide specialized technical support to the General Directorate of Environmental Quality, Sustainability and Climate Change to achieve an adequate technical analysis and assessment of the information generated by the soil quality assessment instruments defined in art. 56 of Law 6/2021, of February 17, and of the base or baseline situation reports of those activities subject to Integrated Environmental Authorization (AAI), according to the provisions of R.D.L. 1/2016, of December 16.
The contract will also include technical support from the Directorate-General for Environmental Quality, Sustainability and Climate Change in the management process of those soils that suffer historical contamination due to poor management of lindane production waste (γ-HCH) as well as technical support in European projects on contaminated soils in which this Directorate-General participates.
In terms of soils, the Subdirectorate General for Environmental Assessment is the body of the Galician Autonomous Administration responsible for the management and coordination of actions derived from legislation on soil quality and, in particular, the processing of procedures subject to legislation on potentially contaminated soils.
At the same time, in Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, as well as in Law 6/2021, of February 17, on waste and contaminated soils in Galicia, within the scope of the competences of the General Administration of the Autonomous Community of Galicia indicate that it is responsible for processing the procedures on contaminated soils, as well as the declaration of contaminated soils.
Within the framework of soil pollution management, it is essential to carry out the task of analyzing and assessing soil quality reports associated with a place or site, to subsequently decide the actions that derive by virtue of the results achieved.
These functions of analysis and assessment of the instruments of evaluation of the quality of the soil, necessary in the field of the management of soil pollution, which is the responsibility of the Administration of the Xunta de Galicia, require very specific technical knowledge, which justifies the need to go to companies specialized in the matter. These companies can provide a support and technical support service to the General Directorate of Environmental Quality, Sustainability and Climate Change, for the proper development of the tasks and functions entrusted to them.
