City of Wavre - public service market - creation of the municipal technical center on the Wastinne site - designation of a project author for the study and monitoring of the execution of works

The project plans to host, close to the city center and major routes, both technical and administrative facilities to bring together all the activities of the works department and the environment (about 100 people) of the town of Wavre on a unique site. The project requires the occupation of an area of approximately 2 ha out of the 5 ha available on the land. It notably includes the creation of: administrative and technical buildings (workshops, refectories, changing rooms, toilets, storage, etc.), parking lots, outdoor storage and waste treatment areas, circulation spaces, a new road network (road for motorists and a cycle-pedestrian path) between rue de la Wastinne and rue Provinciale and landscaping. The cost of the work is estimated at 5,200,000 EUR excluding VAT. The project is subsidized by the Walloon region as part of the municipal investment plan.

The services include the study and monitoring of the execution of works for the aforementioned project. They revolve around at least nine required skills:

- at the stage of requests for participation (applications), architectural skills (in terms of building construction), creation or renovation of roads and landscape are required. Under article 8 §2 of the law of 17.6.2016, the candidate will include all economic operators whose capacity is mobilized to meet the selection conditions (minimum specific levels required) relating to technical and professional capacity. These economic operators cannot therefore be third parties (subcontractor, consultant, etc.). When a candidate has several economic operators, the latter form what is called a "group" (temporary company, co-contracting, etc.). The responsibility (of the application then, if applicable, of the offer and the mission) is shared between these economic operators. A mandate must be given to one of the group's operators, called a “representative”: the latter has the power to sign and represents the group with regard to the adjudicator. The candidate alone or the representative of the grouping will be responsible, in whole or in part, for architectural competence;

- for the production of tenders and the execution of the contract, the selected candidates will have to assume six additional skills (stability, special techniques, PEB, PEE, competence in waste management and mobility). Any skills deemed useful or relevant to the subject of the contract may also be added. The tenderer may call on one or more third-party economic operator (s) (subcontractor (s), consultant (s), etc.) to assume these six additional skills required and any skills added on his initiative.

The service of the health security coordinator is not the subject of this assignment.

The provision of the approved soil expert and the production of land quality reports (in compliance with the decree of 1.3.2018 relating to soil management and remediation and AGW land, soil and standards) do not object of this mission.
