The reason for conducting the procurement procedure is the need to ensure flexible and sufficiently high-quality professional support and advice in managing existing ICT systems, in building new ICT systems, and in public procurement, at a time when the internal personnel capacity of the Ministry of the Interior will not be sufficient to ensure the required services. The DPS is divided into three categories in accordance with § 138 paragraph 1 of the Public Procurement Act, namely: I. category: economic consulting services in the management of the Ministry of Interior's ICT systems II. category: ICT consulting services in the administration and setup of the Ministry of Interior's IT systems III. category: consulting in public procurement. The DPS will be established for an indefinite period.

II. category - ICT consulting services.
The subject of the public contracts awarded in the established DPS for the II. category is to ensure services of professional ICT support and consulting in the management of ICT systems, which means providing qualified services to support the contracting authority in the preparation, implementation, and/or control of ICT projects and ICT systems, which often involve ICT projects and ICT systems with critical impacts on the functioning of the contracting authority. The subject of the public contracts awarded in the established DPS for the III. category is to ensure consulting services in public procurement, which will be provided by the supplier primarily in the scope of specific issues related to Act No. 134/2016 Coll., on public procurement.
