Framework agreement for the procurement of diesel-powered full-low-floor buses of class 1 for city, regular, occasional and school transport

The SWEG Südwestdeutsche Landesverkehrs-AG (SWEG for short) is a transport company with state participation and, together with the other 4 subsidiaries mentioned under item I.1), operates regular bus services in urban and interurban areas (ÖPNV) as well as rail services in numerous regions of Baden-Württemberg. Local public transport (SPNV).

SWEG intends to conclude a framework contract for itself and its subsidiaries SWEG Verkehrsgesellschaft Mitte GmbH, RVO Regio Verkehrsgesellschaft Oberrhein GmbH, ORB Ortenau-Regio-Bus GmbH and NVW Nahverkehr Mittelbaden Walz GmbH for the delivery of 0-35 diesel-powered full-low-floor buses from Class 1, vehicle category M3 according to regulation (EU) 2018/858 / ECE regulation R107.

The calls are made by the individual client in their own name and for their own account.

The SWEG carries out the award procedure as the awarding authority for itself and the clients listed under I.1) of the notice.

The registry reserves the right to change the requirements in the further course of the award procedure.

The clients also reserve the right to sell the buses back to the contractor after they have been in use for 126 months.

Framework contract for the procurement of diesel-powered full-low-floor solo buses of class 1 for city, regular, occasional and school transport

Upon delivery, the vehicles must meet the requirements of the vehicle specifications (Part C, Appendix 1a), the data guaranteed by the manufacturer from the key figure table for individual components (Part C, Appendix 2a), energy consumption and environmental impact (Part C, Appendix 3) as well as the currently valid Regulations of the EU and ECE, the StVZO, the BOKraft, the accident prevention regulations of the professional associations as well as the relevant pronouncements in the traffic gazette and the catalog of requirements for buses and minibuses (COM) and minibuses, which are particularly used for the transport of schoolchildren and kindergarten children (Official Journal of Federal Ministry for Transport, Building and Housing of the Federal Republic of Germany (VkBl. Page 604 [as of July 14, 2005]).

The vehicle specification sheet from Part C, Appendix 1a of the tender documents defines the requirements for the vehicles as a mandatory minimum requirement. Deviations from the minimum requirements are not permitted. In addition to and subordinate to the minimum requirements of the specifications, the provisions of VDV publication 230 "Recommended framework for city low-floor buses" [as of 07/2014] apply.

Regardless of the fact that the structure of the specifications follows the structure of the VDV-script 230, the provisions of the VDV script are only used to specify and supplement the minimum requirements for the vehicles.

The specification defines the minimum requirements for diesel-powered full low-floor solo buses of class 1, vehicle category M3 according to Regulation (EU) 2018/858 / ECE regulation R107 for city, regular, occasional and school transport.
