This contract for the supply and management of bicycle parking safety equipment is a framework agreement for supplies and services relating to:
- First, the equipment and/or adaptation of existing safety equipment (delivery, installation, configuration and maintenance including leasing) of bicycle parking with a minimum capacity of 50 spaces located in the Brussels-Capital Region.
- Secondly, the purpose of the contract is the management of security equipment and the daily tasks of its operation (access management, video surveillance/guarding, intervention service, cleaning, etc.). The tenderer must assume the tasks of the day-to-day management of the equipped car park on the basis of the requirements determined by the Contracting Authority, in particular as regards operating conditions (timetables, pricing, access conditions, etc.) and in close cooperation with the Contracting Authority's customer service. "Customer service" remains the responsibility of parking.brussels for the delivery and management of subscriptions via the platform.
Context:
As part of its activities, the Brussels Capital Region Parking Agency is responsible for the installation, construction and management of secure bicycle parking. To this end, parking.brussels has developed an online platform: https://cycloparking.brussels/. This platform is our interface with users and we offer different types of secure bicycle parking devices:
- Bike box with a capacity of 5 places
- Cargo bike box with a capacity of 2 seats
- Bicycle lockers with a capacity of 10 to 20 places
- Bicycle rooms with a capacity of less than 50 places
- Bicycle parking with a capacity of more than 50 spaces
To guarantee an optimal level of service and quality, we also assume the maintenance, cleaning and repair of these devices via a maintenance contract. This maintenance contract allows us to intervene on all sites with a capacity of less than 50 places. The Parking Agency of the Brussels-Capital Region therefore wishes to be able to provide a guarding, cleaning and access management service to users of bicycle parking lots with a capacity of more than 50 spaces and public.

Currently, 3 sites in the Brussels-Capital Region are concerned but others will arrive in the future and should be able to benefit from the services expected in the current market.
Below, you will find a more detailed description of the missions expected under this contract.
1. Supply, installation and maintenance of equipment
The tenderer will have to equip the car parks with video surveillance cameras with remote surveillance and intercom. Depending on the site, car parks must either be fully equipped or supplement existing equipment (if, for example, the entire car park is not covered).
The tenderer must also equip the car parks with readers allowing access to the car parks. Included are the installation of cabling (network, power ...) and small related work. Bicycle equipment (e.g. racks) is not included in this contract.
2. Day-to-day management:
• Access management:
Secure bicycle parking facilities operate with an access control system using the MOBIB card or allowing access to the session (occasional use by non-subscribers). The tenderer's mission will be to guarantee access to car parks through daily monitoring of the proper functioning of access control devices, interventions in the event of a breakdown or malfunction and to offer an emergency intervention service, for example in the event of people being blocked in the car parks. This is to ensure that they are accessible to the public at all times. The terms of this accessibility guarantee are described in the SLA and below. The mission will include the following services (which can be spread over several sites):
− A telephone hotline available 7 days a week and 24 hours a day via an intercom system (helpdesk) or telephone for customers;
− Manual interventions in the event of malfunction or breakdown of parking access systems allowing customers to leave the car parks and/or retrieve their bicycle (training to be provided on access systems with delivery of emergency keys, procedure on the identification of the bicycle and its belonging to the customer provided).
• Surveillance :
Bicycle parking with a capacity of more than 50 spaces must be monitored by camera and/or human presence (depending on the order). This surveillance must prevent and prevent attempted break-ins, attempts to steal bicycles, damage, vandalism, squatting, intrusions by homeless persons, the deposit of waste, acts of drug addiction and any other situation that could hinder the proper functioning of bicycle parking and undermine the feeling of security of the car parks in question. Depending on the location of the car park and the nature, the description of the guarding mission may be adapted to fulfill the mission. The mission will include the following services (which can be spread over several sites):
- Physical preventive rounds day and night as required;
− Virtual rounds via camera surveillance 7/7 and 24/24 with digital recording;
− The transmission of pre-established (immediate) and activity (monthly) incident reports, but also videos to the Police, for example.
The guarding is carried out within the framework and in accordance with the law of 2 October 2017 which regulates private and private security.
•Cleaning:
Bicycle parking must be cleaned either daily or at a defined frequency and according to uses.
The floor, glass walls, walls, grilles, glazing, bicycle hangers, access control devices, parking access doors and garbage cans must be cleaned.
In addition, in the event of an emergency, an emergency cleaning service must be able to respond to the request within a set time limit set out in a Service Level Agreement (SLA). In addition, it will also be requested to collect garbage, garbage and abandoned objects in the car parks.
This cleaning mission should contribute to improving the customer experience and contribute to the overall feeling of security.
It should be noted that the tenderer will have to collaborate with institutional partners (municipalities, STIB, SNCB, etc.) and non-institutional partners who themselves work in collaboration with parking.brussels on various projects. The tenderer will therefore have to be flexible and adaptable depending on the situations and parking sites concerned. The contracting authority may choose one or the other product and/or service (access management, surveillance equipment and guarding) according to the needs of the site. The tenderer must meet the requirements criteria requested by parking.brussels but also the requirements criteria requested by parking.brussels' partners (example: safety standards and procedures specific to STIB-MIVB stations).
