Invitation for operators to provide feedback on the procurement procedure for the Vantaa Tram project, with two alliances to be tendered for the western and eastern parts of the project, and the option to consider separate procurements; interested operators can participate in bilateral meetings to discuss the project and submit feedback.

Market dialogue shall not be binding on the parties participating and participation shall not be remunerated for such participation. The purpose of the market dialogue is to inform and request feedback from market operators on the procurement procedure to be launched in spring 2024, the form of implementation, the competence and resources required from the tenderer, the content of the project, and the boundary conditions and special characteristics related to the procurement. According to the preliminary procurement plan, the Client will put two alliances out to tender for one procurement. One alliance is responsible for the western part of the project and the tunnel, and the other for the eastern part of the project. The client will also examine other options for implementing the procurement, such as procuring 2–4 separate procurements of alliance / alliance service providers. Market dialogue is carried out by organising bilateral market dialogue events for operators or groups interested in the project. The client invites interested operators to bilateral meetings in a sufficiently comprehensive manner for the preparation of the procurement. In selecting the invited actors, the client will take into account that the selected actors represent sufficiently extensive experience relevant to the project. The events will be held between 14.–15.2.2024 in Vantaa primarily as an event in person. Registrations should be submitted on Mon 22.1.2024 by 12 noon to tram (at) vantaa.fi ja mika.vaheri (at) boostbrothers.fi. In the message, the actors are requested to indicate the two (2) most suitable one-hour meeting times between 14.–15.2.2024, as well as the participants' company, names, email addresses and 1–3 of the operator's reference projects (name of the project and a brief description of the content, size of the project and year of implementation). The aim is to send the market dialogue material and calendar invitation to the event on Wed 24.1.2024. Operators also have the opportunity to send feedback related to market dialogue material in writing. The preliminary deadline for written feedback is Mon 12.2.2024 at 4 pm. Written feedback can be supplemented until 16.2.2024. The information collected through this request for information remains strictly confidential and the information obtained may be used to develop and plan this acquisition. Participation (or non-participation) in the dialogue does not affect the chances of success in a possible future acquisition. According to the decision of the City of Vantaa, the construction of the tram can begin once the state's investment funding in accordance with the future MAL agreement has been secured.
