The Council of Ministers has adopted a test strategy for Bavaria to deal with the corona pandemic. On 23 March 2021, the Council of Ministers voted in favour of continuing the local test centres set up in all counties and towns beyond 30 June 2021 until 30 September 2021.
The Free State of Bavaria, represented by the Bavarian State Ministry of Health and Care and the Bavarian State Ministry of the Interior, Sports and Integration (hereinafter referred to as the Client), procures capacities for laboratory diagnostics services using nucleic acid detection (PCR test) and variant-specific PCR tests. Testing (VPCR testing) (hereinafter referred to as the laboratory services) and digital infrastructure required for data collection and data processing. To this end, it shall instruct the contractor to maintain capacity for laboratory services and, in the event of retrieval of such capacities and services, to carry out these commissioned laboratory services, including the provision of the digital laboratory services necessary for data collection and data processing. The contractor shall, on a calendar day from 1 July 2021, provide at least 20,000 capacities for laboratory services for testing at local test centres of the district administrative authorities. In the case of retrieval of the test capacities held, the contractor shall carry out the appropriate laboratory services and shall provide the operators of the test centres with the laboratory/test materials required for a PCR smear (in particular sample tubes, barcodes).
The samples are evaluated in laboratories accredited according to DIN EN ISO 15189 or DIN EN ISO/IEV 17025. Laboratories equipped with a QM system in accordance with the Federal Medical Association's Directive on the Quality Assurance of Laboratory Medical Examinations (Rili-baek) with confirmation by the competent calibration office or by external confirmation of participation in a corresponding interlaboratory test are also eligible.
The aim is to evaluate the PCR tests within 24 hours of receipt of the respective sample by the contractor. However, the duration of each evaluation shall not exceed 48 hours after sampling. To ensure this, it is necessary to ensure that the delivery point (s) for the samples is no further than 450 kilometres (car route) from the headquarters of the retrieving Bavarian district administrative authorities.
