Description:
Expert technical assistance is sought to support project management activities for energy efficiency, sustainable renovation, and green infrastructure initiatives at an administrative building in Veliko Tarnovo.

Continuation from the field above - "Title(BT-21-Procedure) Execution of activities for organization and management by providing experts for the project management team "Measures for Energy Efficiency, Sustainable Renovation, and Green Infrastructure of the Administrative Building with identifier 10447.513.298.5, Veliko Tarnovo", funded under procedure BG16FFPR003-1.001 "Support for Integrated Urban Development in the 10 Municipalities - Major Growth Centers" under the "Regional Development" Program 2021-2027.

The main goal of this public procurement is to support the work of the Contracting Authority in providing expert technical assistance for organizing, managing, and reporting the activities outlined in the project. The scope of the public procurement includes the following activities that should be carried out by the selected contractor: Activity 1. Review of the ADBFP and relevant annexes; Activity 2. Verification and, if necessary, preparation and/or updating of internal rules and documents related to project management to ensure compliance with applicable EU rules and national legislation, such as procedures and rules for payment verification, on-site checks, etc.; Activity 3. Assisting the Contracting Authority in developing tender documentation related to project activities, complying with applicable legislation; Activity 4. Assisting the Contracting Authority in administering a financial instrument contract; Activity 5. Monitoring and coordinating project contracts; Activity 6. Controlling the execution, timelines, and quality of activities; Activity 7. Reviewing reports and documents from external contractors for the presence of payment grounds and the completeness and correctness of the documents certifying the completed work; Activity 8. Verification of the eligibility of expenses before their execution and/or inclusion in payment requests; Activity 9. Preparation, organization, and participation in on-site checks during project activities to verify compliance of declared expenses by Contractors with the actual progress of project implementation; Activity 10. Participation in working meetings by competence; Activity 11. Preparation and submission to the project manager of payment requests, including verification and completion of documents collected from the Beneficiary supporting the requests for reimbursement of funds, including participation in the process of reflecting the findings and recommendations of the Managing Authority during the verification of expenses; Activity 12. Preparation of technical progress reports for the project implementation and other necessary documents related to them; Activity 13. Drafting correspondence in ISUN 2020, notifications, and other activities in the system related to daily technical support in the system; Activity 14. Preparing a request for amendment of the ADBFP, including accompanying documents; Activity 15. Preparing necessary analyses and assessments of progress against what is set in the ADBFP; Activity 16. Communication with stakeholders related to the project, including the Managing Authority of the PRR 2021-2027, and other controlling and auditing bodies, institutions, and organizations; Activity 17. Preparation of legal opinions - legal opinions on decisions of the Managing Authority of the PRR for determining financial corrections for contracts with project contractors and refusals for verification of claimed recoverable amounts; agreements on all legal issues arising in connection with the implementation of the project and other legal opinions from administrative, commercial, and civil law related to project management and implementation; Activity 18. Preparation of opinions on financial management and project implementation; Activity 19. Preparation of engineering opinions - opinions on the investment project presented to the Contracting Authority for the relevant part applicable; opinions to the Contracting Authority on issues arising from engineering expertise; Activity 20. Preparation of opinions related to monitoring and reporting project risk, as well as monitoring and controlling compliance with principles of not causing significant harm and/or the New European Bauhaus; Activity 21. Preparation of opinions related to ZOOS and ZBR if necessary; Activity 22. Preparation and participation by competence in audit missions and checks (including unplanned) by the funding body, as well as other national and supranational bodies and institutions (including the financial intermediary and/or financial institution concerning the financial instrument contract).
