The Satu Mare County Hospital wishes to purchase reagents in order to increase the accuracy, quality, and speed of professional diagnosis for all types of patients, expanding the panel of tests to be able to serve as many of them as possible. We request the initiation of the public procurement procedure while respecting the lots defined in the necessity report no. 6464/23.03.2026, included in Annex no. 2 of this specification document. The laboratory's request for the combination of products into lots is based on the existence of a functional interdependence between them. The necessity of the contracting authority to purchase products with a unitary functionality or purpose justifies the joint allocation of several components. The products are intended for use in similar medical procedures for diagnosing several conditions with identical or comparable clinical manifestations. The technical specifications of each lot can be found in the Specifications Document Annex 1. Partial offers are not accepted.

A framework agreement will be concluded for a period of 36 months. Within a calendar year, it is anticipated that a minimum estimated number of 1 subsequent contract and a maximum number of 12 subsequent contracts will be concluded. The estimated minimum and maximum quantities of subsequent contracts are detailed in the annex of this specifications document. The frequency of subsequent contracts will be at most 12 months.

Subsequent contracts will be concluded based on the needs of the contracting authority, with the minimum and maximum quantities being estimates. The contracting authority is not obligated to purchase either the minimum or maximum quantity outlined in the annex during the framework agreement. The quantity anticipated for purchase during the framework agreement, as specified in the awarding documentation, will be acquired depending on the availability of allocated funds for this purpose and the needs of the contracting authority. In a well-justified case, the maximum estimated quantity in the framework agreement can be supplemented in accordance with the provisions of Article 221 of Law 98/2016 regarding public procurement.

The deadline by which the contracting authority will clearly and completely respond to all requests for clarifications/additional information will be the 11th day prior to the deadline for submitting offers according to Article 160 correlated with Article 161 of Law 98/2016 with subsequent amendments and completions. Number of days in which clarifications can be requested before the deadline for submitting offers/candidacies: 20 days.
