Public service delegation: concession.
The SDE 76, as coordinator of a group of conceding authorities (SDE 76 and the municipalities of Lillebonne and Gournay-en-Bray), wishes to conclude a public service delegation for the implementation, financing, and operation of a departmental network of public charging infrastructure (IRVE), including the operation of the existing charging stations by the future delegate, namely:
- the takeover and operation of the existing IRVE network, detailed in annex 3;
- the implementation, financing, and operation of at least 80% of new charging points located on transit routes, carpooling areas, and multimodal exchange hubs, detailed in annex 2.1;
- the implementation, financing, and operation of new charging points located in public parking lots and on streets, intended for residents of housing units without private parking, detailed in annex 2.2;
- the operation of the stations not realized by the delegate, listed in annex 2.2.
Estimated duration: candidates may submit one or more complete offers based on durations of 15 to 20 years.
After analysis and negotiation, SDE 76 reserves the right to conclude a concession contract of a different duration.
