In accordance with Art. 21, para. 6 of the Public Procurement Act, it is provided that separate lots from 12 to 25 inclusive shall be awarded according to the procedure valid for the individual estimated value of each of them since the estimated value of each of the separate lots from 12 to 25 inclusive does not exceed 156,464 BGN excluding VAT and the total estimated value of separate lots from 12 to 25 inclusive (which amounts to 476,299.53 BGN excluding VAT), awarded in this way, does not exceed 20 percent (1,945,201.51 BGN excluding VAT) of the total estimated value of the procurement, which amounts to 9,726,007.53 BGN excluding VAT.
In view of the above, through the current open procedure, separate lots from 1 to 11 inclusive will be awarded, with an estimated value of 9,249,708 leva excluding VAT.
After applying the provisions of Art. 21, para. 6 of the Public Procurement Act and awarding separate lots from 12 to 25 inclusive, the remaining value of the open procedure with the subject: “Delivery of licenses for maintenance and rights to use software products and development of the Technological Architecture of the Customs Agency” amounts to 9,249,708 BGN excluding VAT.

For the needs of the Customs Agency, it is necessary to deliver licenses for maintenance, updates, and rights to use new versions of IBM Cognos for a period of 36 months (from 01.01.2026 to 31.12.2028), as follows: IBM Cognos Business Intelligence Analytics User Per Authorized User SW Subscription & Support Renewal - 77 pcs. Support and consulting level:
- Software support and renewal of the licenses subject to this separated position;
- License support must be a minimum of 36 (thirty-six) months, starting from 01.01.2026;
- Free delivery of all new versions and updates of the software subject to this separated position;
- Ensuring the normal operation of the delivered software products;

All new licenses and licenses for renewing the right to use and support of software products must be delivered in the name of the Customs Agency; Validity of licenses: 36 months, starting from 01.01.2026. The contractor must be authorized by the manufacturer or its official representative with the right to distribute the offered licenses and software support in the territory of the Republic of Bulgaria. Activity 2: "Development of the Technological Architecture of the Customs Agency concerning IBM Cognos products". The period during which the Contractor must provide the services for Activity 2 is 36 months from the signing of the acceptance protocol for the acceptance of Activity 1. • Updating Level 1: Technological portfolio / Architectural framework upon the release of a new version of Informix products;
• Updating Level 2: Structuring architectural elements/Reference architectural libraries upon installing a new version of Informix products in the IT infrastructure of the Customs Agency;
• Updating Level 3: Detailing architectural elements upon installing a new version of Informix products in the IT infrastructure of the Customs Agency;
• Updating Level 4: Installations upon installing a new version of Informix products in the Customs Agency.

For the needs of the Customs Agency, it is necessary to deliver support subscriptions for the relational database Open Source PostgreSQL for a period of 36 months from the date of delivery, as follows: Relational database Open Source PostgreSQL - 54 processor cores. Level of support and consulting:
- Receiving new major versions /upgrade/ and sub-versions /update/ of products for the period of support at no additional charge;
- Use of the latest version of products for the period of support at no additional charge;
- Phone support: 24 x 7, in Bulgarian;
- Email support: 24 x 7, in Bulgarian;
- On-site support (at the Customs Agency Headquarters – Sofia, 1202, 47 G. S. Rakovski St.) for level 1 incidents: 8 x 5 (on working days), in Bulgarian;
- Assistance and consulting on-site for installing, configuring, and optimizing Open Source PostgreSQL – 8 x 5 (on working days), in Bulgarian (no more than 2 visits per 12 months);
- Consultations on migration from Informix DB to PostgreSQL DB: 8 x 5 (on working days), in Bulgarian;

All support subscriptions for the relational database Open source PostgreSQL must be delivered in the name of the Customs Agency;
Validity of subscriptions: 36 months from the date of delivery. Activity 2: "Development of the Technological Architecture of the Customs Agency regarding the relational database Open Source PostgreSQL". To execute the activity, it is necessary to deliver licenses for acquisition, support, and rights to use new versions of DBMS Microsoft SQL Server for a period of 36 months (from 01.01.2026 to 31.12.2028), as follows: Microsoft SQL Server Standard edition with Software Assurance Package - 12 pcs. (for 24 processor cores); Support should include:
- Software updates with the ability to download the latest software updates;
- Access and ability to search in the knowledge base for known issues, technical documents, manuals, technical documentation;
- Online input from the user of incidents with the ability to track the current status, updates, history of open incidents;
- After entering an incident, receiving a confirmation email or phone call from a support service engineer working on the open incident;
- Review of the list of products currently covered by support;
