3. Reasons for not subdividing into parts: The subject of the contract involves the delivery of software along with services, which due to its complex technological nature must be performed as a single contract by one contractor. This is required by the need to ensure the consistency and compatibility of all elements and their coordinated operation. One contractor is responsible for the delivery of software and services in accordance with the description of the subject of the contract, installation, commissioning, testing and provision of supporting services and warranty repairs. This solution ensures continuous and reliable interaction of all components, eliminates incompatibilities, and allows for adherence to strict warranty repair deadlines, thereby preventing downtime in the contracting authority's essential medical activities. Dividing the contract among several contractors leads, as noted from the contracting authority’s experience, to excluding responsibility and shifting it between contractors, which jeopardizes the proper and timely execution of the contract.
