The planning objective is to draw up development plan No. 112 'Black Pump Industrial Park — South 4 Expansion Area 4' and to adapt the zoning plan to the requirements of development plan No. 112.
It is the extension of the Black Pump Industrial Park with an approximate total area of 76 hectares.
The land-use plan is changed as a cover sheet, i.e. only the change area and the external compensation area that may be associated with it are considered in the plan drawing and justification. The change to the land-use plan is carried out in parallel.
In the present case, an Environmental Impact Assessment (EIA) must be carried out due to the size of the project in accordance with point 18.5.1 of Annex 1 to the Environmental Impact Act (UVPG). Since a development plan procedure within the meaning of § 2 para. 6 no. 3 of the UVPG is carried out, the EIA is carried out in accordance with § 50 of the UVPG as part of the environmental assessment (UP) in the context of the environmental assessment (UP). The UP to be carried out here is to be carried out more extensively than in a normal apartment planning procedure. More extensive studies must be carried out, requiring several expert opinions.
As a technical report, the EIA will be part of the environmental report resulting from the environmental assessment.
A development plan for the South 4 extension area shall be drawn up for an area of approximately 76 ha. In the parallel procedure, the zoning plan of the city of Spremberg is to be amended. Due to the size of the project, an Environmental Impact Assessment (EIA) should be carried out. The EIA is part of the environmental assessment. Extensive studies shall be carried out, which may require several expert opinions.
