The Contracting Authority - Bucharest Street Administration intends to adopt concrete measures aimed at the modernization, rehabilitation, consolidation, and sustainable development of road, pedestrian, and alternative urban mobility infrastructure in Bucharest Municipality. The implementation of these measures requires entering into a framework agreement with subsequent contracts over a period of 4 years to ensure the optimal functioning of the traffic management system in Bucharest Municipality (BTMS) and to maintain a high availability time for the equipment so that traffic in Bucharest Municipality and the safety of traffic participants are not negatively impacted. The traffic light system in Bucharest Municipality consists of signalized intersections, as follows: • locally operated signalized intersections; • centrally operated signalized intersections, integrated within a Control Center (BTMS). Centrally operated signalized intersections are part of the Traffic Management System in Bucharest, called (BTMS), implemented by the Bucharest City Hall to streamline vehicle circulation in Bucharest, as well as to prioritize public transport vehicles. Additionally, following the implementation of BTMS during 2007-2009, a series of intersections have been created or refurbished, which have been integrated into the Traffic Management System. The main subsystems composing BTMS are: - signalization subsystem comprised of traffic lights, traffic light bodies, traffic light accessories (parasol, traffic light shield), traffic management controllers, equipment cabinets, uninterruptible power supply (UPS), ducts, and electric networks for traffic signal power; - communications subsystem comprised of ducting for optical fiber, optical fiber network, optical fiber patch panels, and communication equipment (switches); - traffic monitoring subsystem comprised of PTZ video cameras and encoders; - radio communications backup subsystem for public transport vehicles, comprised of Access Point (AP) equipment; - control center subsystem containing hardware and software components necessary for the system operation. Service and maintenance activities, repairs for signal installations related to intersections under the framework agreement will cover the operations specified and detailed in the procurement documentation, specifically in the specifications of the tender procedure. NOTE: According to the provisions of Article 160 of Law no. 98/2016, with subsequent amendments and completions, the contracting authority sets one deadline by which it will ensure a clear and complete response to requests for clarification/additional information by bidders as follows: The number of days by which clarifications can be requested before the deadline for submission of offers/applications is 18 days. The contracting authority will provide a clear and complete response to all requests for clarification/additional information on the 11th day before the deadline for submission of offers.

The estimated minimum and maximum quantities over the duration of the framework agreement, as well as the minimum and maximum quantities that could be the subject of a single subsequent contract, can be found in Annex 4 to the specifications. The frequency of awarding subsequent contracts is annual for maintenance activities and as often as necessary for repair and modernization activities.
