New lease of a new police station by the Cologne police headquarters. For this purpose, the contractor (landlord) must offer a plot of land in the defined selection area, on which he will plan, build and rent the new police station to the client. The subject of the contract is the conclusion of a lease agreement with a construction obligation for the new construction of the building for the new police station.
The Land nordrhein-Westfalen (NRW), represented by the Ministry of the Interior of the Land of North Rhine-Westphalia (IM NRW), represented by the Cologne Police Headquarters, intends to make a new lease for the existing police station in Weiden.
The accommodation at the current location in Cologne-Weiden no longer meets the current requirements for space requirements and functionality.
The project can be realized either by planning and new construction of a property or by conversion with renovation of an existing property or by adapting an object already under construction. The property must be specially tailored to the needs of the tenant. A sole use of the building is desirable, but not absolutely necessary. For example, sharing with another authority is conceivable. In the case of a shared use of the land or building with other users, it must in any case be ensured that the client is accommodated in a self-sufficient, separately developed part of the building and that the usable areas of the client are contiguous.
The subject matter of the contract is the conclusion of a rental agreement for a building to be planned and constructed according to the requirements of the tenant on a plot of land to be provided by the landlord, located in the defined selection area, which essentially includes the districts of Weiden, Lövenich, Junkersdorf and Müngersdorf.
The lease should have a term of 15 years with the option for the tenant to extend the contract once by 5 years. The handover of the rental property is not expected to take place before April 2025. The award procedure is to be completed in October 2023.
According to the approved space program, the new police station requires about 700 m² of required program space. Taking into account ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approx. 1,300 m² GFA(a) (without the garages and a possible underground car park) can be assumed depending on the design. In the case of a sole use of the property by the tenant, this results in a space requirement for the property (including shunting/open spaces) of approx. 2,600 m², depending on the design. The program area includes the police station, the district service, the guard management as well as other police-specific rooms, which are in different relationships to each other and must be arranged according to the tenant's requirements, as well as areas in the outdoor area for a garbage collection point / container installation. In addition, 26 car parking spaces, a double charging station for electromobility, three garages, a visitor parking space and a barrier-free visitor parking space, as well as ten covered bicycle parking spaces for employees and five bicycle parking spaces for visitors are needed. A detailed individual room program and functional diagrams are attached to the invitation to tender.
The police station is to be located in a central, convenient location for police operations and customer traffic. This refers to a location that enables a fast connection to the supra-local road network and public transport, and is within the defined selection area. In addition, the property must be accessible via a public road with at least 2 directional lanes as well as via a property entrance/exit, whereby the access to the property entrance and exit must be or be permitted. Furthermore, the land must meet all the minimum criteria laid down in the procurement documents.
Since the new location is of particular importance to the contracting authority and the indication of the land is an indispensable prerequisite for submitting a first tender in the award procedure, it will only invite applicants to submit a tender who already prove with their application for participation that they have a suitable plot of land on which the new police station can be adequately accommodated in the future. Applicants are free to name several suitable plots of land with their application for participation. If several plots of land prove to be suitable, the applicant must decide, after being invited to submit a tender, for which of his suitable plots of land he wishes to submit an offer. In addition, applicants are free to change the plot of land for the indicative offer: further plots will be admitted to the indicative offers if they meet the minimum criteria set out in the participation competition. The landlord must be the owner of the property or heritable building owner of the property at the latest at the time of the transfer of the leased property.
