This consultation concerns project management assistance for the renewal of the PSD of the Îles d'Or in Hyères, diagnosis of the public service delegation contract in force, preparation and choice of the future service system. The purpose of this mission is to:

- to assist the TPM Metropolis in the analysis of the execution of the current contract, which expires on 31 March 2025, in order to identify areas for improvement,

- to propose the best service system for the Golden Islands for the next few years and for the next PSDs and the best contractual arrangements

- to assist the Metropolis throughout the duration of the public consultation procedure until the signing of the future contract and its implementation,

- in general, to provide technical, financial and legal assistance to the contracting authority throughout this procedure on matters of any kind related to the contractual procedure

Phase 1: Analysis of the contract in force, audit, identification of areas for progress, land and sea passenger transport contract

Phase 2: Identifying Areas for Improvement

Phase 3: Assistance in defining the future management method - advantages and disadvantages of the different management methods - consequences on the duration of the next PSD

Phase 4: Preparation of the consultation file for the contract(s), the draft contract(s) and the award of the future contract(s)

Phase 5: Finalization of the contract(s) and implementation of the contract(s)

Phase 6: End-of-contract service continuity support

Phase 7: Technical, legal and financial closure of the existing contract
