KKH / Delivery of a radiology information system (hardware and software) including service and support for the clinic locations Zell (Mosel)

Katharina Kasper ViaSalus GmbH is procuring a radiology information system (RIS) for the Klinikum / MVZ Mittelmosel Zell site belonging to the hospital group as part of the modernization of digital hospital infrastructure.

Katharina Kasper ViaSalus GmbH needs a radiology information system for the MVZ Klinikum Mittelmosel Zell, which is under its sponsorship, as part of the modernization of digital hospital infrastructure.

The aim of the invitation to tender is to obtain an offer corresponding to the actual, integrative needs of the client as a basis for the introduction of a radiology information system.

The client has set itself the goal of putting modern and future-oriented information systems into operation across all locations. The overall system should form an integrative solution with the existing or possibly to be integrated IT systems (HIS), which covers the following superordinate tasks:

• Medical / nursing documentation,

• data availability for an electronic health record,

• Communication across all medical and administrative areas with patient relevance (ward communication, etc.),

• Appointment coordination / scheduling for patients,

• patient-related service recording,

• Integration of existing and future modalities and IT subsystems,

• Filmless hospital.

Since RIS as well as HIS and PACS functionalities have been used in some areas so far, a 1:1 replacement of the previous functions would be unavoidable at the start date of live operation in the case of economic representability. Subsequently, a successive expansion of the overall solution is planned. The project plan is to be developed together with the provider, taking into account the logistical and process-oriented necessities, and made part of the contract.

The provider is required to be able to fulfil the services required in the specifications as a general contractor. If this cannot be achieved with its own software products, the provider is free to offer subsystems. In these cases, it must be ensured that functional, comprehensive and comfortable (standard) interfaces exist or are created for these subsystems. These interfaces must be taken into account in the offer as a fixed price and must always be disclosed.

In addition, the provider must agree to comprehensively support the client in future expansions of the IT use, especially with regard to interfaces. The new systems are expected to meet today's standards of modern data processing programs. Examples include:

• A modern database system for data storage with a central server or networked servers for selected subsystems,

• maximum hardware independence,

• client-server solution,

• optimal adaptability to hospital organisation,

• no redundant data collection across all queried modules and existing systems (including integration of subsystems),

• Use of standard interfaces (HL7, FHIR, DICOM etc.),

• investment security of the solution,

• the expandability of the system,

• 24-hour operation of the system, and

• user-friendly program operation.

There should be no compatibility problems with the established communication servers in the market (here Cloverleaf). The system should comply with the MS Windows standards, which means as a minimum requirement that the data obtained from the information systems can be easily imported into MS Office programs and further processed with these programs.

Information from the awarding authority: The client is Katharina Kasper ViaSalus GmbH. However, for reasons of billing and contract management, the contract is signed with the respective hospital company. This will be done on the basis of the EVB-IT contracts for leasing + care and, if necessary, purchase and maintenance.
