The review must include a review of the current and alternative structures for international ferry terminals in Oslo. A total of 8 alternative solutions with a joint or shared solution are to be assessed, which, in addition to the current terminal at Filipstad and Vippetangen, include Kongshavn as a possible location. The alternative solutions must be assessed as regards area, economic, environmental, regulatory and town development consequences, in addition to consequences for the total activity at the Port of Oslo, technical conditions and socio-economic profitability.

A total of eight alternative solutions with a joint or shared solution are to be assessed, which, in addition to the current terminal at Filipstad and Vippetangen, include Kongshavn as a possible location. The alternative solutions must be assessed as regards area, economic, environmental, regulatory and town development consequences, in addition to consequences for the total activity at the Port of Oslo, technical conditions and socio-economic profitability.
In addition, the assignment involves making an assessment of how the alternatives will meet future needs and debating the market development as regards travel habits, goods volumes, ship sizes, technological and environmental development, etc. The consultants will also contribute with work connected to meetings, the presentation of material, and before and after work for hearings of the review. An external reference group will be established for the work with affected users and relevant government and municipal entities.
Competence is required within logistics/transport, port planning, environment, town development, and social economics. The main consultant must cover the first three disciplines himself. The final report must be submitted in Norwegian/Danish/Swedish.
The work will start in the middle of February 2021 and conclude in summer 2021. After this, a draft of the final report must be quality assured by an external consultant before the review is put out for a hearing in autumn 2021. The aim is to send the matter for political discussion in the new year 2022.
