Implementation of tree care measures in the city area of Essen.
The quantities listed include the estimated demand for a period of approximately 150 weeks, calculated with approximately 4-20 site facilities per week. The volume results from a qualified estimate based on the previous closure measures, but may be subject to strong fluctuations due to climatic changes, political decisions, operational or other unforeseeable reasons and therefore do not reflect the exact billing amount.
The quantity estimates in the specifications are the total sums of numerous individual measures (no-stopping zones, (partial) closures of roads). Since the tree pruning work relates to acute short-term reported damage or risk cases, location-based planning and mass determination is not possible in advance.
In the calculation, it must be taken into account that these are traffic safety measures under so-called priority 2 trees, i.e. after the service has been called up, the completely established no-stopping zone must be maintained and installed within 14 days.
The barrier services to be carried out extend over the entire urban area. It is to be expected that at the same time works will have to be carried out in different places of the urban area. It is therefore essential that the contractor can prove the required vehicles, traffic signs and barrier materials to the necessary extent.
Furthermore, it must be ensured that the work is carried out professionally by trained assembly personnel.
The specialist staff, including the responsible site manager, must be named by name.
With regard to job security, proof of the suitability and qualification of the person responsible for the safety work at workplaces in accordance with the additional technical contractual conditions and guidelines for safety work at workplaces on roads (ZTV-SA) must be submitted with the offer.
According to this, the person responsible for traffic safety must master the German road traffic regulations and the tasks of traffic management, signage, marking and lighting required in the area of workplaces and be able to produce and assess them in accordance with the current ZTV-SA.
