The subject of this procurement procedure shall be:
— the acquisition of a framework agreement for project management services for the construction projects of Gewobag Wohnungsbau-Aktiengesellschaft Berlin (Gewobag AG), Gewobag PB Wohnen in Prenzlauer Berg GmbH (Gewobag PB), Gewobag WB Wohnen in Berlin GmbH (Gewobag WB) and Gewobag KA GmbH & Co. KG and
— the project management services for the Gewobag project “Fröbelstraße 15, 10405 Berlin”.
2.1. Framework agreement project management services
Gewobag intends to conclude a framework agreement with a maximum of 3 suitable project managers whose binding offers for the project “Fröbelstr. 15” (p. 2.2) are ranked 1st to 3rd of the overall ranking.
The project management services cover both new construction projects and projects for the rehabilitation and modernisation of existing buildings.
The performance model to be commissioned (Appendix 1 to the project management contract) has been drawn up on the basis of the services of the AHO project management commission (§ 2, issue No. 9 of the AHO series, as of March 2020).
2.2. Project management services Fröbelstraße 15
The Gewobag intends to commission the first bidder in the competition for the framework agreement with the project management services required for the implementation of the project “Fröbelstr. 15” (for details, see contract, specifications — Appendix 1, and project description — Appendix 2).
The project “Fröbelstr.” is characteristic of the projects envisaged in the framework agreement and is therefore suitable as a model project for the selection of the framework agreement partners.
The Gewobag is based on the following key data of the project:
— project costs: approximately EUR 39 million, gross,
— project volume: approx. 16 000 sqm gross floor area,
— Project implementation: approx. Q2/2021-Q2/2025.
2.3. Step-by-step assignment
The Gewobag will award the services in individual contracts to the framework agreement partners and will call them up in stages in each case.
The assignment of the stages is optional.
In the chronological sequence, the individual stages of the project inevitably overlap. The individual services (see Appendix 1 to the project management contract) must therefore be calculated over the entire term, taking into account the overall flow, the deployment of personnel and the daily rates.
Services are required on a regular basis for the following stages of the project:

—— Level 3: Execution Preparation,
—— Level 4: Execution,
—— Level 5: Project completion,
The commissioning of services or parts of them is carried out in stages and optionally for the Client. There is no entitlement of the Contracting An to order individual or all levels.
