Awarding of project planning services for the conversion, extension and energy-efficient refurbishment of the Kirchtalhalle in Geisingen - Kirchen-Hausen
The city of Geisingen intends to convert the Kirchtalhalle Kirchen-Hausen into a multi-purpose hall and to renovate it in terms of energy efficiency. The hall was built in 1977/1978 and about 10 years ago a stage extension was realized and a roof renovation was carried out. The hall does not have disabled access. Thermal insulation is virtually non-existent. The building structure consists of reinforced concrete and masonry with a fire resistance F90 and the building material property A0. The façade consists mainly of Eternit panels and glass blocks as well as masonry. The sanitary facilities are in poor condition.
In the course of the conversion, the existing single-storey extension is to be demolished and replaced by a partially 2-storey extension. In addition, a larger kitchen with storage is to be built, which has direct access to the outside. The upper floor of the new extension will house the technical area as well as a caretaker's and control room. As part of the energy-efficient refurbishment, a high efficiency class, efficiency building 70, is to be achieved.
In its previous state, the multi-purpose hall was intended for the purposes of school sports, club sports and as an event hall for public and local club and community events.
With this tender, the basic services of the property planning services will be procured from service phase 5 HOAI 2021 in order to quickly implement the existing building permit planning (phase 4 HOAI 2021). The building permit has already been obtained.
The building permit planning of the property planning will be left to the suitable applicants after the conclusion of the public participation competition combined with the invitation to submit a binding initial offer for the preparation of the initial offer.
In accordance with § 11 of the Public Procurement Ordinance (VgV), the city reserves the right to award the contract to the initial bids without first entering into negotiations.
When the contract is awarded, an architect's contract with the overall contract in accordance with the municipal contract templates of the Municipal Procurement Handbook for Municipal Contract Templates and the Award of Architectural and Engineering Services - HKVM - of Boorberg Verlag in the version as of March 2021 comes into effect with the award of the contract in accordance with the municipal contract templates of the Municipal Procurement Handbook for Municipal Contract Models and the Award of Architectural and Engineering Services - HKVM - of Boorberg Verlag in the version as of March 2021, taking into account the recommendation of the administrative regulation of the Ministry of the Interior on the awarding of contracts in the municipal sector (VergabeVwV) of 27.02.2019, Az. 2-2242.0/21, see section 2.3.
The city intends to apply for public funding. The subsidy levies for the planning and structural implementation of the project, in particular the energy-efficient renovation, must be observed by the contractor when executing the contract.
