On 10 June 2022, the Minister of Nitrogen presented her Starting Memorandum on the National Rural Area Programme. This programme explains the nitrogen/nature, climate and water framework directive targets for the period 2022-2035 with a budget of €24.3 billion. The NPLG also indicates that the Provinces will play an important role in drawing up an Area Plan and in the further area-oriented implementation. The Province of Groningen will submit a State-of-Affairs Area Plan (1.0) to the Ministry of Agriculture, Nature and Food Quality no later than 1 July, in order to be tested and provided with an allocated implementation budget for the next 10 years. This State-of-affairs Area Plan 1.0 is currently being drawn up with Sweco and is not part of this assignment.
