1. The subject of the contract includes the award of a public contract entitled “E-Administration in Lidzbark Municipality” within the framework of the project entitled E-Administration in Lidzbark Municipality co-financed from the Regional Operational Programme of the Warmińsko-Mazury Voivodeship for the years 2014-2020, III Priority Axis Digital Region, Action 3.1 Digital availability of public sector information and high quality of public e-services. The order was divided into 3 parts and includes its delivery of IT equipment, installation and configuration.

Launch e-Services for Residents1) The order includes the launch of e-services for residents:
a) Purchase of a license of the Central Platform of e-Services Resident (1 pc.)

d) Implementation of electronic document circulation system (1 pc.)
e) Expansion of electronic document circulation system for organizational units (1 pc.)
f) Purchase of education management system licences (1 pc.)
g) Implementation of the education management system (1 pc.)
h) Development and implementation of e-services on ePUAP platform - 5PD (2 pcs.)
i) Development and implementation of e-services on ePUAP platform - 3PD (8 pcs.)
j) Modernization of the website to WCAG2.0 (1 szt.)
k) Purchase of spatial information system license (1 pc.)
l) Implementation of spatial information system (1 pc.)
m) Digitization of spatial information system resources (1 pc.)
n) Development of API (1 pc.)
o) Development and implementation of SIP e-services on ePUAP platform - 5PD (2 pcs.)
p) Server room equipment - purchase of server (2 pcs.)
q) Server room equipment - purchase arrays (1 pc.)
r) Server room equipment - purchase of NAS device (1 pc.)
s) Server room equipment - purchase of virtualization software (1 pc.)
t) Server room equipment - purchase of backup software (1 pc.)
The supply of the above IT equipment includes its delivery, installation and configuration.
2) A detailed description of the subject of the order together with the specification of minimum requirements is provided in Annex 1 to SWZ — Detailed Description of the Subject of the Order (SOPZ).
3) The Contracting Authority informs that where the Contracting Authority described the subject of the contract by reference to standards, European technical assessments, approvals, technical specifications and technical reference systems, solutions equivalent to those described shall be allowed. The Contractor who invokes the equivalent solutions described by the Contracting Authority is obliged to prove that the proposed solutions correspond to the requirements set out in the description of the subject matter of the contract.
The Contracting Authority informs that where in SWZ and its Annexes it described the subject of the contract by indicating the trademarks, patents or origin, source or specific process which characterizes the products supplied by a particular Contractor, which could lead to privilege or the elimination of certain Contractors or products, the Contracting Authority shall allow a solution equivalent to the described provided that they are of no inferior characteristics and quality.
Server Equipment - Network Infrastructure Equipment1) The order includes the equipment of the server room — elements of the equipment of the network infrastructure, which includes the following components of the order:
a) Server room equipment - purchase of a network switch (2 pcs.)
b) Server room equipment - purchase UPS (1 pc.)
c) Server room equipment - purchase RACK cabinet (1 pc.)
