On behalf of Møre og Romsdal fylkeskommune (hereafter called the Contracting Authority), Statens vegvesen [the Norwegian Public Roads Administration] extends an invitation to a competition for the operation

Of the county road ferry routes Stranda-Liabygda, Eidsdal-Linge, Festøya-Hundeidvik and Sæbø-Leknes-Standal-Trandal.

The objective of the procurement is to sign a contract with an operator to operate the county road ferry routes Stranda-Liabygda, Eidsdal-Linge, Festøya-Hundeidvik and Sæbø-Leknes-Standal-Trandal in the period 2020-2033.

Operators shall deliver 2 tender offers to the competition. 1 offer (A), that includes the requirement of a maximum environmental impact for the primary vessels on Eidsdal-Linge and Stranda-Liabygda in the period 1.1.2024 — 1.1.2033 cf. the contract Part 1-7 Point 3.2.2 — 3.2.2.3, og and 1 alternative offer (B), with a requirement for conventional primary vessels with NOx emissions that do not exceed the Tier III requirement in Marpol Annex V*m, for the routes Eidsdal-Linge and Stranda-Liabygda in the period 1.1.2024 — 31.12.2033, cf. the contract Part 1-7 Point 3.2.2.4.

With the exception of the environmental requirements that apply to tender offer A, stated in the contract Part 1-7 Point 3.2.2 — 3.2.2.3, the requirements of tender offer A and tender offer B are the same. Operators shall deliver separate tender offers with individual price forms for tender B, cf. Annex 5.1. “Budget forms K, L, M, O Tender Offer B”.

The Contracting Authority is free to choose if tender offer A or tender offer B shall be the basis for award, without further justification for the selection.

A contract will be signed for the entire Assignment.
