The objectives of the study are:

1) to identify the legal and regulatory barriers in Member States which prevent the development of a seamless European Research Area of digital services;

2) to identify barriers for mixing proprietary and public resources, services or tools in the same digital service;

3) to propose specific approaches to align EU and national policies for e-infrastructure's provision and use that to overcome the barriers identified above;

4) to recommend a 'Charter of Digital Access' which will set out common principles and harmonised access rules.
